Today we want to talk about the initiative of the Anabar district, which is the first and so far the only one of the Arctic regions to raise the issue of transferring powers to provide socially significant food products to the municipality.
This initiative became even more relevant in 2015 due to the closure of the store of YAKUTOPTORG JSC due to its unprofitability. From 2015 to 2017, 2 local operators were engaged in the implementation of the NWPT - the Municipal Diversified Unitary Enterprise named after Nikolai Egorovich Androsov (Saskylakh) and Turtas LLC (Yuryung-Haya). For three years, the enterprises actively imported food products along the Northern Sea Route from Arkhangelsk and Yakutsk to yuryung-Haya, as well as by road from Yakutsk.
The delivery of goods by the Northern Sea Route became a feasible event due to the construction in 2012 by Almazy Anabar JSC of a port complex in the village of Yuryung-Haya. For the arrangement of the port of JSC "Diamonds of Anabar", since 2006, large-scale and capital-intensive work has been carried out from design and survey, dredging works to the construction of an oil pipeline and an oil berth, equipping the port complex with a modern crane facility. In the season of absence of ground communication, air flights for the delivery of goods are organized. During the summer of 2018, 18 tons of fresh products were delivered by 5 flights.
The main advantages of the transfer of powers to deliver to the municipality are an increase in the volume, range of food products and a significant decrease in the selling price of goods. The cost of delivered products is 2 times cheaper than previously imported products of Yakutopttorg JSC. This is due to the fact that the company does not incur additional overhead costs for renting warehouses, maintaining a large staff of employees, etc.
Prices for products are formed in accordance with the approved trade surcharge of the State Price Comcom of Yakutia, a trade surcharge of 29% is superimposed on the purchase price. For example, the following prices are set for groceries: wheat flour - 35.70 rudders per kg., Buckwheat groats - 55.20 rubles per kg., pasta in the assortment of "Extra-M" - 34.20 rubles per pack of 400 grams, granulated sugar - 57.30 rubles per kg., Packaged tea - 130.70 rubles (2g * 100p),vegetable oil - 110.30 rubles per liter, pickled cucumbers - 91.80 rubles, saury in oil - 73.30 rubles per can, eggs JAPF - 80 rubles per dozen. The following prices per kilogram of products are set for vegetables and fruits: potatoes - 59 rubles, onions - 45 rubles, cucumbers and carrots - 99 rubles, tomatoes - 170 rubles, cabbage and beets - 65 rubles, apples - 135 rubles, bananas - 129 rubles, tangerines - 249 rubles.
The decrease in sales prices affected all types of goods - flour prices decreased by 13%, sugar - by 48%, buckwheat - by 60%, etc. Pricing of wholesale and retail prices was regulated by the State Committee for Prices of Yakutia separately for the Androsov MMUP. This made it possible to expand the range compared to last year by 7 items of goods, to bring fruit and vegetable preservation in the assortment, baby food in the assortment, etc.
The next step according to the adopted municipal program is the construction of a new store-warehouse with a vegetable store in the s. The commissioning of the facility, which meets all the requirements for the storage of vegetables, fruits and other food products, is planned in 2019. It is also planned to build a similar store-warehouse in the settlement of Yuryung-Haya.
The administration of the Anabar district pays great attention to the provision of fresh quality goods at affordable prices to all segments of the population. A lot of work has been done by the management of the district administration and the enterprise related to the organization of the logistics chain from suppliers of goods and services to stores.
