This idea has been in the air since about September 12, 1962, when President John F. Kennedy gave his famous Houston speech, "We choose to go to the Moon." The Third Industrial Revolution (aka NTR), born out of the Second World War, pushed material progress even more, and so that arithmetically there were forecasts for an 8-hour average working week at the beginning of the XXI century. More about this:

A person who needs to work less than a quarter of a year to pay for material comfort is practically uncontrollable by the method of oligarchic policy:

Since then, the oligarchy has not invented anything fundamentally different in politics - and therefore, the continuation of the NTR trend looked disastrous for it.

The idea to establish and sell the oligarchy – a DECENT international platform for PUBLIC discussion and coordination of measures for the construction of renewed fascism – arose for the first time from Aurelio Peccei (1808 - 1984). In unleashing World War II, Nazi Germany pursued specific clearly defined goals. One of the primary tasks was to increase the territory, for the prosperity of the German people. Hitler planned to do this at the expense of the lands of the USSR and Poland. The leadership of the Reich approached the problem in detail, already in 1940 a document on the prospects for eastern colonization was published. It took another two years to develop the Ost Master Plan (the grammar correct translation of it as "Master Plan East", but historically the use of a stable combination of "Plan Ost") was developed.
Adolf Hitler deliberately did not advertise his intentions. The Ost plan was secret. In total, there were no more than a dozen copies of the document, exclusively for the high command of the Wehrmacht. Officials of lower ranks, for official reasons, who received limited access to some parts of the document, did so in conditions of high secrecy. Strictly speaking, the Ost plan was never finally brought down into a single document. And one of the reasons for this is that throughout the Great Patriotic War, adjustments and improvements were made to it.
Skillfully hidden from prying eyes pursued goals
During the Nuremberg trials, Konrad Meyer-Hetling, the author of the Ost plan, was in the dock, the main provisions of which were summarized in tables and submitted to Himmler for consideration. There were scrupulously derived economic calculations, graphs and financial calculations of how much it will cost the state to colonize the eastern lands.
Meyer-Hetling did everything possible to ensure that the true goals of the Ost plan were not heard before the judges. Because that would mean a death sentence for him. The Ost plan originally envisaged the physical extermination of millions of people. He was saved by the fact that this voluminous document (100 pages) consisted entirely of tables with calculations. Meyer-Hetling managed to convince the judges that these were only economic calculations that had never been implemented.
Thus, the materials were buried in historical archives for several decades. Only in 1977 in the National Archives of the United States, in which most of the captured documents were stored, historians discovered the Ost plan (original), which can be read today in digitized form, dated May 28, 1942. Then dry calculations and expenses finally started talking.
Among the objectives outlined in the plan were:
Colonization of 87600 km2 of land;
Creation of one hundred thousand farms;
Resettlement of four million ethnic Germans;
Physical elimination of half a million Jews;
Expropriation of existing enterprises;
Exploitation of natural resources;
Exploitation of prisoners of war;
Creation of a network of roads and railway tracks.

But they were supposed to be partially evicted to Siberia (while in the calculations themselves it was taken into account that most of them were expected to die on the way to their destinations, and a considerable number - already upon arrival at the destination), and partly - to force slave labor on the owners-Germans.
Of the more than 195 million inhabitants of the USSR, 14 million laborers were eventually to remain in the new Germany. The issue of eliminating such a huge number of people created a serious problem, so it was discussed in great detail. Plan Ost logically continued the Plan of Barbarossa, which assumed a lightning victory in the eastern direction. This victory was to be achieved through significant losses in the ranks of the enemy. Thus creating the preconditions for the further advancement of Hitler's intentions.

The beginning of resettlement was laid in Poland. Immediately after the occupation, the services of Heinrich Himmler and Reinhard Heydrich focused on the primary issues of the conquered people. If Himmler continued to oversee the development of the Ost Master Plan as a whole, Heydrich focused on completing ghettos – special closed areas in which all Jews from the cities and from the countryside were forcibly relocated.
Heydrich also had the idea of creating "Jewish councils", which were formed from the local population and were supposed to deal with Jewish issues. This made it possible to force them to participate in the policy of their own destruction. Poland, Belarus, Ukraine – all had to gradually "cleanse" of unwanted blood.
The next stage was the transfer of German and Austrian Jews to the already prepared Polish ghettos. In connection with the mass arrival of new parties of people, special firing squads ceased to have time to cope with their tasks - the mass extermination of civilians. And Reinhard Heydrich was given a new task: to find a quick and effective way to solve the "Jewish question".
The solution was to be the next stage of resettlement – to the eastern territories, where the new arrivals were to be exploited as free labor. It was planned that soon most of the Jews would die from exhaustion and overwork, and the survivors would later be physically destroyed.
Developments continue to gain momentum
The first successes in the war with the USSR inspire the German ministers and they, competing with each other, vie with each other to develop aggressive strategies. And the point here is not at all in bloodthirsty, and not even in intoxication with their own military power. While the soldiers are fighting at the front, the cabinets are waging their own war. Quieter, but just as ruthless. On the one whose developments will now notice and praise the leadership, depends on the promotion and distribution of tidbits of power.

Hitler understood that the extermination of the Russian population could not be simply physically murdered. Therefore, in addition to unbearable, in the literal sense of the word, forced labor, the nation had to weaken in several directions at once. Forced sterilization, abortion, the ban on education, the oppression of national identity – all this has found a place in long-term projects.
There was another point – the Nunization of the indigenous population. In practice, this meant that physically fit children were taken away from their parents, sent to foster German families, given new names, and forbidden any connection with blood relatives. Even this option sounds a bit ominous. In fact, it was much worse.
A mass hunt for children began. They could be picked up directly from schools or from their homes. Everyone was herded together and sent to a checkpoint run by Lebensborn, an organization concerned with the purity of the future German nation. There, the children underwent a picky check for compliance with Aryan standards. Those who were considered worthy were forever separated from their relatives and sent to new families. They changed names, forbade to pronounce words in their native language, inspired the idea of the superiority of the "master race". And the rest - as rejected material - were sent to concentration camps, where they were finally disposed of in a proven way - gas chambers.

Under appropriate conditions in a particular camp, children could be sent to meet the medical needs of the Reich. For example, blood was taken from children to treat wounded soldiers. Often – the entire volume of blood. In camps equipped with medical buildings, 10% of new arrivals were determined for scientific medical experiments. Sometimes a certain category was selected, for example, twins. But more often it was just human material that was subjected to experiments, carefully examined, and then thrown away as unnecessary.
Although the incredible inhumanity of these experiments today makes civilized man shudder, their goals were quite pragmatic. For example, due to the fact that in the occupied territory of the USSR winters are more severe than in Germany, experiments were conducted on hypothermia - severe hypothermia of the body. Doctors faced a very specific task - to find out what temperature the human body is able to endure, and what are the most effective ways of heating.
To do this, the subjects were brought to hypothermia, holding in vats of ice water. They could be there for several hours, although most could not stand it that long. During the course of the experiment, temperature measurements were carried out at certain intervals. Then the test subjects were warmed up. We tried immersion in hot water and a way to heat the human body with heat. For this purpose, from among the prisoners were used.

Germany's goals in the war against the USSR
So, from the Ost plan it became known for certain about the scale of Germany's aggressive goals. The Soviet state had to completely cease to exist. This was radically different from the war on the Western Front. The conquered countries of Western Europe, although they were politically and economically subject to the Third Reich, but retained their own nationality and nationality and did not face the danger of total destruction.
The territory of the USSR was to be divided into four colonial provinces subordinate to the Eastern Ministry. These areas were to become agrarian appendages of Old Germany. By siquing raw materials and natural wealth from these resource-rich lands, Hitler planned to boost the economy and build a new empire.
At the Nuremberg trials, only a six-page excerpt from this plan appeared. It is known in the historical and scientific community as "Comments and proposals of the Eastern Ministry on the "Master Plan "Ost". As it was established at the Nuremberg trials, these "comments and suggestions" were drawn up on April 27, 1942 by an employee of the Ministry of Eastern Territories E. Wetzel after familiarizing himself with the draft plan prepared by the RSHA. As a matter of fact, it was on this document that until very recently all studies on nazi plans to enslave the "eastern territories" were based.
On the other hand, some revisionists could argue that this document was just a draft drawn up by a secondary official of one of the ministries, and he had nothing to do with real politics. However, in the late 80-ies in the Federal Archives of Germany was found the final and approved by Hitler the text of the plan "Ost", some documents from there are presented at the exhibition in 1991.
However, only in November-December 2009, the "Master Plan "Ost" - the foundations of the legal, economic and territorial structure of the East" was fully digitized and published. This is reported by the website of the Historical Memory Foundation.
Strictly speaking, the plan of the German government to "liberate living space" for the Germans and other "Germanic peoples", which provided for the "Germanization" of Eastern Europe and the mass ethnic cleansing of the local population, did not arise spontaneously, and not out of nowhere. The first developments in this direction the German scientific community began to conduct under Kaiser Wilhelm II, when no one had heard about National Socialism, and Hitler himself was only a thin rural boy.
As a group of German historians (Isabelle Heinemann, Willy Obercrome, Sabine Schleiermacher, Patrick Wagner) clarifies in the study "Science, Planning, Exile: "The Master Plan of the Ost of the National Socialists": "Since 1900, racial anthropology and eugenics, or racial hygiene, can be spoken of as a certain direction in the development of science at the national and international levels. Under National Socialism, these sciences reached the position of leading disciplines that provided the regime with methods and principles for justifying racial policy. There was no precise and uniform definition of "race". Conducted racial studies raised the question of the relationship between "race" and "living space".
At the same time, "the political culture of Germany already in the Kaiser's empire was opened to thinking with nationalist concepts. The turbulent dynamics of modernization of the early twentieth world very much changed the way of life, everyday habits and values and caused concern about the "degeneration" of the "German essence". The "salvation" from this irritating experience of the turning point seemed to lie in the re-awareness of the "eternal" values of the peasant "nationality."
However, the way in which German society set out to return to these "eternal peasant values" was chosen very peculiar - the seizure of land from other peoples, mainly to the East of Germany. Already in the First World War, after the seizure by German troops of the western lands of the Russian Empire, the occupation authorities began to reflect on a new state and ethnic order for these lands. In the discussion of the objectives of the war, these expectations were fleshed out. For example, the liberal historian Meineke said, "Can't Courland also ... will be useful to us as land for peasant colonization, if Latvians are expelled to Russia? It would have been fantastic before, but it's not that impossible."
The less liberal General Rohrbach put it simply: "The land conquered by the German sword must serve exclusively the good of the German people. Others can roll away." These were the plans to create a new "people's soil" in the East at the beginning of the twentieth century.
Around the same time, German scientists began to assert that "appearance, spiritual, psychological and cultural values" allow us to conclude about the superiority of the Nordic race. Therefore, it is necessary to put an end to the mixing of races in order to prevent degeneration." So Hitler had only to collect these "scientific ingredients", to synthesize both the "racial theory" and the idea of a new "living space". Which he basically did in his book Mein Kampf in 1925.
But it was only a journalistic pamphlet. Real military seizures of vast territories, inhabited by tens of millions of people, prompted the Nazi leadership to approach the issue with a truly German methodical approach. So the "Master Plan "Ost" was created.
The mentioned group of German researchers reports that "in June 1942, the scientist-agronomist Konrad Mayer handed over a memorandum to the Reichsfuehrer SS G. Himmler. This document became known as the Ost Master Plan. He embodies the criminal nature of National Socialist politics and the unscrupulousness of the experts involved. "The Ost master plan called for the deportation of 5 million Germans in annexed Poland and the occupied western lands of the Soviet Union. Millions of Slavic and Jewish inhabitants were to be enslaved, expelled or exterminated.

At the same time, the Historical Memory Foundation "insists that the plan was developed in 1941 by the General Directorate of Reich Security. And, accordingly, it was presented on May 28, 1942 by an employee of the Reichskommaster's Office for the Consolidation of the German People, SS Oberführer Meyer-Hetling under the title "Master Plan "Ost" - the foundations of the legal, economic and territorial structure of the East."
However, this contradiction is apparent, because German authors specify that "between 1940 and 1943, Himmler ordered the development of a total of five options for the violent reorganization of Eastern Europe. Taken together, they formed a comprehensive plan called the Ost Master Plan. Four options came from the Reichskomissar's office for the strengthening of German statehood (RKF), and one from the Main Directorate of National Security (RSHA).
In their approaches to this issue, these agencies had some "stylistic" differences. As the German authors admit, "according to the plans of the RSHA of November 1941, 31 million people of the "foreign population" were to be deported to the East or killed. For 14 million "foreigners" the future of slaves was planned. "Konrad Meyer's Ost Master Plan of June 1942 placed the accents differently: the local population should no longer be forcibly deported, but "moved" within the occupied areas to collective farm lands. But even this plan provided for a decrease in the population as a result of large-scale forced forced labor and the forced "liquidation of cities" (Entstdterung). In the future, it was about destroying the vast majority of the population or starving to death. "
However, the plan "Ost" was preceded by the "Rosenberg plan". It was a project developed by the Reichsministry of the Occupied Territories, which was headed by Alfred Rosenberg. On May 9, 1941, Rosenberg submitted to the Fuehrer draft directives on policy issues in the territories to be occupied as a result of aggression against the USSR.
Rosenberg proposed to create 5 governorates on the territory of the USSR. Hitler opposed the autonomy of Ukraine and replaced the term "governorship" with "Reich Commissariat". As a result, Rosenberg's ideas took the following forms of implementation.
The first, the Reichskommissariat Ostland, was to include Estonia, Latvia and Lithuania. "Ostland", where, according to Rosenberg, lived a population with "Aryan" blood, was subject to complete Germanization within two generations.
The second governorship - reichskommissariat "Ukraine" - included Eastern Galicia (known in fascist terminology as "District Galicia"), the Crimea, a number of territories along the Don and Volga, as well as the lands of the abolished Soviet Autonomous Republic of the Volga Germans.
The third governorship was called the Reichskomissariat "Caucasus", and separated Russia from the Black Sea.
The fourth is Russia to the Urals.
The fifth governorship was to be Turkestan.
However, this plan seemed to Hitler "half-hearted", and he demanded more radical solutions. In the context of German military successes, he was replaced by the "Master Plan "Ost", which generally suited Hitler.
According to this plan, the Nazis wanted to resettle 10 million Germans in the "eastern lands", and from there to evict 30 million people to Siberia, and not only Russians. Many of those who glorify Hitler's accomplices as freedom fighters would also be subject to deportation if Hitler were victorious. 85% of Lithuanians, 75% of Belarusians, 65% of Western Ukrainians, 75% of residents of the rest of Ukraine, 50% of Latvians and Estonians were supposed to be evicted beyond the Urals. By the way, about the Crimean Tatars, about whom our liberal intelligentsia was so fond of lamenting, and whose leaders to this day continue to swing rights. If Germany, which most of their ancestors so faithfully served, had to be deported from Crimea. Crimea was to become a "purely Aryan" territory called Gotengau. There the Fuehrer wanted to resettle his beloved Tyrolians.
The plans of Hitler and his associates, as is well known, thanks to the courage and colossal sacrifices of the Soviet people failed. However, it is worth reading the following paragraphs of the above-mentioned "remarks" to the "Ost" plan - and see that some of its "creative heritage" continues to be realized, and without any participation of the Nazis.
"In order to avoid in the eastern regions an undesirable increase in the population for us ... we must consciously pursue a policy of population reduction. By means of propaganda, especially through the press, radio, cinema, leaflets, short pamphlets, reports, etc., we must constantly instill in the population the idea that it is harmful to have many children.
It is necessary to show how much money it costs to raise children, and what could be purchased with these funds. It is necessary to talk about the great danger to the health of a woman, to which she is exposed, giving birth to children, etc. Along with this, the widest propaganda of contraceptives should be deployed. It is necessary to establish a wide production of these funds. The distribution of these remedies and abortion should in no way be restricted. The expansion of the abortion network should be promoted in every possible way... The better abortions are performed, the more trusted the population will be. It is understandable that doctors must also have permission to perform abortions. And this should not be considered a violation of medical ethics."
