Step Four

Breaking the monopoly of power, and finding the way for people themselves to exercise that power, is the solution to the lack of accountability, transparency and responsibility of corporations, governments and armies which are destroying our world.

But how do we do this? The answer is: people's conferences* and people's committees.

(*) These may be called people's or popular conferences or congresses)

A number of thinkers, brought together by one Mu'ammar Qaddafi, studied the failure of all previous power structures, from dictatorship to various forms of democracy, and drew the logical conclusion. The only real solution to the problem of democracy, is for the people themselves to be the government. The people form legislative basic people's conferences at the local level, discuss and decide, and pass on their consensus resolutions to the municipal, regional and national level, where issues that effect the entire nation take shape from the results of the deliberations of all the local people's conferences.

People's Committees are nominated to carry out the decisions of the People's Conferences and are monitored by and directly answerable to the people's conferences.

Those who have read The Green Book and agree with its solution to the problem of democracy, become revolutionaries and form themselves into Revolutionary Committees, adopt the Green Charter as their manifesto, and Meet And Talk Helping All Become Aware in the Mathaba (local revolutionary headquarters). They encourage people to join the People's Conferences and to exercise power directly without deputation.

This may be done openly or in secret depending on the level of prevailing oppression.
