I wanted to put some good information here for fellow TIs.

I would highly suggest you check out Jay Coins's work.

It seems like he might have found the frequency that these DEWs use: "the likely DEW frequency for physical attacks of TI’s is likely 18–50 GHz+" and commonly sold meters only measure up to 6 GHz.

That would explain the burning but I'm not too sure about the vibrations felt by TIs and myself.

Many suggest that the vibration felt are microwaves being pulsed over a wide frequency range. That is possible as certain frequencies are highly absorbed by water and oxygen molecules (24 GHz and 60 GHz, respectively). So focused microwaves quickly moving through a that band of frequencies might create a vibration sensation. While higher frequencies are more easily blocked by objects, I believe that can be overcome by firing more photons (i.e. increasing the power).

However, those vibrations could also be explained by infrasound as we all know sound can easily penetrate walls and there are basically laser sound devices out there that can focus beams on people. And ultrasound might be a possibility instead of microwaves being used to burn you inside the privacy of your home. Though people argue that ultrasound is less penetrative than infrasound, I believe that can also be overcome by increasing the power.

(Of course, all of this is obviously combined with a through-the-wall microwave camera so only you feel it. It's all rather diabolical.)

Unfortunately, it's hard to know what is going on without having a meter to measure all these different frequencies. 

Jay, however, does have solid proof that it is super high and extremely high microwave frequencies being used on him. That brings me to the most important point: his shielding technique.

He basically uses lead clothing.

While we know that lead can block x-rays, it can also be used to block microwaves. If you don't believe me, watch this video. (It is also the only thing that does a decent job blocking magnetic fields. But I'm not sure if they are used with DEWs.)

He even built a lead box for his office.

While metal (especially silver, copper, and aluminium) does a good job blocking radio and microwaves, lead seems to do better job blocking a wider range of frequencies.

Of course, lead is expensive, potentially toxic if not handled right, and heavy. But I don't think TIs have much of a choice.

While is a lot of stuff to read on this site, but I think the first thing to take from it is his suggestion to stay away from apartments and hotels and move to a more rural area and/or stay mobile.

While shielding is hard, creating distance isn't.

Another thing to really embrace, mentioned by Jay, is: take action! I believe a lot of TIs got in this mess in the first place because they didn't get away from that weird neighbor or that person with an evil presence. And they continue to not take action because they over research this topic. Stop torturing yourself and do something about it!
