Former Bank of England Governor Mark Carney Announces New Climate Initiative

London, UK – April 28, 2025

Mark Carney, the former Governor of the Bank of England and UN Special Envoy on Climate Action, has unveiled an ambitious new global initiative aimed at accelerating the transition to a net-zero economy. The project, dubbed 'Green Horizon 2030,' seeks to mobilize $1 trillion in private and public investments toward sustainable infrastructure, renewable energy, and climate resilience projects in developing nations.

Speaking at the London School of Economics, Carney emphasized the urgency of the plan, stating, 'The window to limit global warming to 1.5°C is closing rapidly. Green Horizon 2030 is about turning commitments into action—ensuring finance flows to where it’s needed most while creating jobs and economic growth.'

The initiative has already garnered support from major financial institutions, including BlackRock, HSBC, and the World Bank. Carney, who also serves as Vice Chair of Brookfield Asset Management, highlighted that the plan will prioritize projects in regions most vulnerable to climate change, such as Sub-Saharan Africa and Southeast Asia.

Critics, however, question whether the funding targets are achievable, given recent economic uncertainties. Carney remains optimistic, citing the success of previous green finance frameworks he has championed, including the Task Force on Climate-related Financial Disclosures (TCFD).

With the COP30 climate summit approaching, Carney’s initiative could play a pivotal role in shaping global climate policy. As he put it, 'This isn’t just about saving the planet—it’s about building an economy that works for everyone.'
