Illegal surveillance from Dallas police?

To be clear, I do not believe this is part of my targeting, just a good find.

I heard a helicopter in the morning around 4:30 AM. I checked my Flightradar24 app to find a single helicopter out there: N1511L. As you can see in the picture it is the only aircraft flying around at that time:

He's the interesting part. It is owned by the Dallas Police Department and takes off every day after every few hours. Even early in the morning like at 1 AM and 3 AM.

Seeing how consistently it flies on a regular schedule, I can't help but think they upgraded it with remote control capabilities. I guess they are patrolling but at those hours? The weirdest part is they were in in Denton county. They shouldn't be here in Lewisville. They then circle around Highland Village for a long time after going over my house.

I feel like they are actually using illegal surveillance equipment on that helicopter just like the FBI and Homeland Security has been doing with their aircraft. I'm talking through-the-wall cameras, LiDAR, laser microphones, and Stingrays (a mobile device that mimics cell phone towers to steal your data). That Wikipedia article says Stingrays has widespread use among American police officers. It looks like he was following someone on the 35E. It's like the pilot started to hear a dirty conversation between a boyfriend and girlfriend and wanted to stay for it's entirety.

Looking at his other flights, it looks like he does this all the time:

Who are you following/harassing?

They would only loop around an area out of interest, and I'm thinking it isn't always official police business (or at least not always legal police business).

It's been owned by the City of Dallas since 2006.

I would file another Texas PIA request (our state's version of the FOIA), but I feel like this is something a news agency needs to look into. There are too many other things on my plate at the moment.
