FIVE boys as young as twelve have been detained in Germany on suspicion of gang-raping a woman in a park, sparking a row about whether the country's age of criminality should be lowered.
The youths stand accused of assaulting a mentally disabled 18-year-old woman, but German prosecutors admit some of them are too young to stand trial.
Three of them are 14, the earliest age at which offenders can be prosecuted in Germany, but two are only 12, meaning they cannot be arrested or charged.
The incident took place on Friday in the western city of Mülheim after the group, all originally from Bulgaria, purportedly lured the victim into a playground in the park.
Reports say they then dragged her into some bushes and filmed a sexual assault on their phones.
A spokesman for local police said: "There was violence, massive violence."
Police did not share details of the attack, but local media said the woman was "abused in various ways".
Residents nearby were alerted to the incident after their dogs would not stop barking.
After an hour, a 61-year-old man reportedly came out of his house after an hour and saw the woman and two suspects, who fled the scene immediately.
The man found the injured and traumatised woman on the ground and alerted police.
She was taken to hospital with unspecified injuries.
The victim was able to give detailed descriptions of the perpetrators, and police later arrested all five.
In Germany, the minimum age at which a child is considered to be criminally responsible for an offence is 14, while in England, Wales, and Northern Ireland the equivalent age is ten.
Rainer Wendt, the head of the police force union, said: "For years we've been demanding that the age of criminal responsibility be lowered in Germany."
But the head of the German Association of judges, Jens Gnisa, said: "The equation 'more punishment, less criminality' does not work with youths.
"The educational rules established in German law are enough to tackle juvenile crime."
Speaking about Friday's incident, police spokesman Peter Elke said: "After we determined that two of the group members are 12 years old and therefore are not criminally responsible, we handed them over to the parents.
"The three 14-year-olds were arrested and detained overnight.
"They were released on Saturday after interrogation."
The two 12-year-olds will reportedly be handled by Germany's Youth Welfare Office.
A police investigator who wanted to remain anonymous told local media that an arrest warrant had no chance of success in this case.
"Due to the current legal situation, it is very difficult to bring suspects who are that young into custody," he said.
"However, the problem now is that they can freely discuss the victim's statement with each other to cast doubt on it."
Reports have said the five teenagers are from the southern Bulgarian town of Pazardzhik and are partly related to each other.
The incident is similar to a case a year ago in Velbert, a town near Mulheim, where a gang of eight Bulgarian teens raped a 13-year-old girl.
The perpetrators in that case were eventually jailed, receiving jail sentences varying from nine months to four years.
Investigations into the most recent incident are ongoing.

The Boys is now out on Amazon and it has left viewers both shaken and stirred
The Boys have arrived on our screens and they've shocked some viewers.
New Amazon Prime Video series The Boys, based on the graphic novels of the same name by Garth Ennis and Darick Robertson, follows a group of vigilantes intent on bringing down the corrupt superhero team known as The Seven.
Karl Urban stars as the leader of the Boys known as Billy Butcher who takes a vengeful but traumatised Hughie Campbell (Jack Quaid) under is wing to fight the superheros, including leader Homelander (Antony Starr) and The Deep ( Chace Crawford ).
Some viewers found the graphic scenes including full-frontal nudity and bizarre sexually explicit scenes a bit too much, while others were just surprised.
Taking to Twitter , audience members shared their views on the superhero show.
One wrote: "With 'The Boys' coming out I'd like to share that it's meant to be absolutely over the top with graphic sexual content and nudity. All of it paints the right picture for the world it depicts. If you're never disgusted then the show missed it's mark. #TheBoys "
Another tweeted: "Started “The Boys” on Amazon...this show is so brutal. And I just finished episode 1 So much male frontal nudity too"
They added: "Yeah I was in shock a little bit after the first violent encounter but it’s not so bad"
An impressed fan wrote: "If you want a super hero show with a bunch of nudity sex and language... watch ‘the boys’"
Another said: "Watching The Boys on Amazon Prime . Nudity, graphic violence , adult themes. And Carl Urban . I like it"
They also wrote: "And hot dayum Carl Urban has got one fine a**!"
However, one complained that the scenes were unnecessary: "I really wanted to like @amazon The Boys but damn is there any f**king show that isn’t full of nudity, sex? Don’t call me a prude because I’m not but jeez the premise is so good. It doesn’t need this s**t."

TULSA -- An explicit video showing young people in Tulsa having sex and fighting has been viewed more than 375,000 times on Facebook.
The three-minute long video montage posted Friday night was up on social media more than 36-hours on Facebook, even after it was reported. 
Tulsa Police say even though the video was shared more than 3,500 times, they can only look into it if someone comes forward and files a police report. 
"It's a shocking video for anyone to see," Officer Jeanne MacKenzie with the Tulsa Police Department said.
Young people were recorded having sex with several of their faces easily identified. Others were recorded getting beaten up. It was all compiled into one video, put to music and shared on Facebook. 
The person who put the video together said all of the videos were sent in. 
"If a person came forward saying, 'This is me. I got jumped,' or 'This is me and I didn't share this photo,' or 'Someone took this photo without my knowledge,' then we would have some type of crime," Officer MacKenzie said.
Officer MacKenzie said as of now, they have not determined that a crime was committed.
She said to determine if one had been committed, officers would have to see if the people were underage, intoxicated or if they gave consent. 
"You can't have pictures of naked children, but trying to determine if those people in that video are children or not would be a hard task for us, because there are certain criteria we have to go by to determine whether or not they are a child," Officer MacKenzie said. 
It is obvious some of the explicit videos were sent out on Snapchat. 
"I've seen a lot of people say it goes away in 24 hours, but it still can be screen shot," Officer MacKenzie said. "Other people can see it." 
The person who made and posted the video wrote on their page that people in the video were laughing it off. 
"If that is true and everyone in that video gave her permission to post it, then that makes it legal," Officer MacKenzie said. 
She said laws are changing to incorporate crimes on social media. But as it stands now, police departments cannot force someone to take a video down. People offended by the video just have to report it to the social media site. 
"Just because we feel or think something someone has done is not moral, we can't do anything to them without a crime," Officer MacKenzie said. 
More than 1,000 comments were posted to the video. Some said they were proud to be from Tulsa after watching it. Others wrote they were appalled and said to pray for children involved. 
Officer MacKenzie cautioned parents to get involved in their children's social media accounts to monitor what they are doing. 
"There are cameras everywhere," Officer MacKenzie said. "You might think you are doing something that no one will know or see, but the possibility of someone filming it or sharing are great nowadays." 
Officers said if someone in the video is a minor or did not want their video published in the montage, they can contact police.
