Emma Stone. Cannabis is against the law in Nigeria, despite the country being a leading producer and cultivator of cannabis in West Africa. However, the Nigerian government has recently proposed a handful of bills that, in varying scopes, seek to legalize medicinal cannabis, decriminalize personal use, and establish a medical marijuana industry. Returning soldiers from the North African and Eastern fronts brought seeds home, and cannabis cultivation proliferated throughout the following decades. In response, the Nigerian authorities began to arrest cannabis farmers and seize imported cannabis from other parts of Africa. Marijuana use continued spreading despite these arrests in the s by soldiers to bolster courage and by young Nigerians in the s and 90s. This drug policy remains in effect today, but recent government moves by Nigerian states persons have shown a shifting stance towards cannabis use in modern times. In and , the Ondo State Governor called for legalizing cannabis for medical use. In , the Nigerian House proposed a bill to allow the cultivation and sale of cannabis for medical and cosmetic use and research purposes. You cannot access medical or recreational cannabis in Nigeria. Similarly, you cannot bring it into the country. Despite this, the Guardian reports that many doctors are discussing medical marijuana and anonymously recommending its use to patients for various conditions. Per the law, those found guilty of producing cannabis receive severe punishments ranging from at least 21 years in prison up to the death penalty. Nigerian lawmakers are considering how best to create a legal marijuana industry in a country where it grows most widely. But, for now, cannabis is against the law and best avoided in Nigeria. Bright, shiny new stores, seemingly offering an array of cannabis-related products. Vaughan Willmore went to find out more. It was there in the middle of the high street: the Cannabis Store Amsterdam. I knew Portugal had earned plaudits for its seemingly relaxed approach to the use of recreational drugs, but surely this was taking things to another level. I have a longstanding aversion to nicotine and related products. There are seven Cannabis Store Amsterdams in the Algarve, two of which are run on a franchise basis by year-old Ramon Jacinto. I returned from vacation and in October , I opened the store in Faro. We have branded merchandising, clothes and accessories such as backpacks. We have edibles and drinks, cookies, lollipops, soft drinks and beer. We also have smoking accessories such as shrouds, filters, pipes and grinders, and many souvenirs and cosmetics. A report by Harvard Medical School indicates that CBD could help with insomnia, reduce anxiety, and help alleviate pains and inflammations caused by arthritis. It might also help lower cravings for nicotine and other harmful substances. To date, there is no evidence of public health-related problems associated with the use of pure CBD. Ramon told me that a small percentage of customers visit the stores hoping they can buy products that will give them the high typically associated with cannabis. Tetrahydrocannabinol, is the psychoactive ingredient found in marijuana that produces a high, but that would be illegal. In Portugal, as recently as July , legislation was signed into law to allow for the medicinal use of cannabis and its dispensation at pharmacies. Only last year, parliament debated two draft laws aimed at legalising cannabis for non-medical personal use. They also have a store in Lagos. Cannabis is made up of more than components, known as cannabinoids. Beyond a certain minimal amount, it is illegal in Portugal unless prescribed by a doctor. But Portugal has not legalised them; rather, it has decriminalised them, or at least when used for recreational purposes.
