This chapter largely represents an attempt to explore the nature and significance of Turkish and American cooperative counter-narcotic efforts in the years between and The purpose of this study is threefold. Building upon the previous chapter, this section first and foremost attempts to understand how and why American and Turkish officials came to understand and collectively approach organized crime in Istanbul. Secondly, it sheds light on the degree to which opiate traders and smugglers influenced and interacted with individuals and institutions within the local administration of Istanbul as well as the national government in Ankara. The international dynamics of the upcoming years are being shaped hidden within the mountains of Central Asia, balancing unstably between a fragile democratic future and the potential Islamization of society.
