The joint investigation by the York County Drug Task Force and the Hanover Borough Police Department began in November with the arrest of Billy Austin Norris, 51, of Gettysburg on charges of Delivery of Cocaine, which ultimately led to a largescale network of individuals trafficking illegal narcotics throughout southeast York County.
