Franchise Tax Board Faces Scrutiny Over Delays and Customer Service Backlogs

Sacramento, CA – April 15, 2025

The California Franchise Tax Board (FTB), the state agency responsible for administering personal and corporate income taxes, is under increasing scrutiny as taxpayers report prolonged delays, unprocessed refunds, and difficulties reaching customer service representatives.

Growing Frustration Among Taxpayers

Many Californians have taken to social media and online forums to express frustration over unresponsive helplines and extended processing times. Some taxpayers claim they have been waiting months for refunds, while others report unresolved disputes over tax assessments.

'I filed my return in February, and it’s still ‘processing’ with no updates,' said Maria Gonzalez, a small business owner from Los Angeles. 'When I call, I’m on hold for hours, only to be told they can’t give me a timeline.'

FTB Acknowledges Challenges

In a recent statement, the FTB acknowledged the delays, attributing them to a combination of staffing shortages, increased tax filings, and enhanced fraud prevention measures.

'We understand the frustration and are working diligently to address backlogs,' said FTB spokesperson David Rodriguez. 'We’ve hired additional staff and are implementing new technology to streamline processing.'

However, critics argue that the agency’s problems run deeper. A 2024 state audit found that the FTB’s outdated IT systems contributed to inefficiencies, and legislators have called for modernization efforts.

Legislative Response

Assemblymember Rebecca Bauer-Kahan (D-Orinda) has proposed a bill to increase FTB funding for customer service improvements. 'Taxpayers deserve timely responses, especially when many rely on refunds for essential expenses,' she said.

Meanwhile, taxpayer advocates recommend filing electronically and checking the FTB’s online portal for updates before calling.

As the 2025 tax deadline approaches, the FTB faces mounting pressure to resolve delays—or risk further eroding public trust.
