Stage: Military Resistance

War is just one method to achieve Sharia objectives. Believers don't seek confrontation with the enemy but demonstrate resilience when it becomes inevitable, as relayed in an authentic Hadith:

History demonstrated Russia's readiness to resort to any sacrifices and atrocities to retain control over our lands: from burning villages to carpet bombings and filtration camps. Our people have experienced and continue to endure the depth of their cruelty and inhumanity. Considering the historical past and the current political course of the Russian government, non-violent de-occupation of our territory seems impossible at this moment. Consequently, using military means remains the only option to expel enemy forces and achieve strategic objectives.

Similar to politics, our military actions are based on Sharia rulings (prescriptions). We reserve the right to use any permissible methods in warfare, considering their benefit and harm to strategic goals.

The experience of Jihad in the Caucasus has taught us that in the struggle against a state with superior forces, engaging in conventional warfare leads to significant casualties and rapid loss of territory. Demoralizing the enemy's power structures, coordinated depletion of human and military resources, and destabilization across the territory are some principles of a sound strategy against Russia's occupying forces. In today's conditions, pinpoint sabotage operations should be the initial format, weakening the power structures and paving the way for a more extensive phase of military resistance.

Conducting Various Military Operations

The Amir and the military wing of the Shura will collaborate on selecting targets, assessing risks, and devising a comprehensive plan for conducting pinpoint sabotage operations. It's crucial to approach this work with maximum care, prioritizing the safety of Mujahideen and maintaining discretion.

This involves the destruction of key infrastructure of the occupation regime, disrupting communication routes, operations against officials responsible for decision-making, and other related activities.

Economic Sabotage

A crucial part of our resistance must involve activities aimed at destroying, disrupting, or weakening the normal functioning of economic processes, institutions, and systems in Russia.

Being largely dependent on the raw materials industry, Russia's economy is heavily tied to oil and gas prices and the volume of exports of these resources, making it quite vulnerable. Blocking and restricting access to these resources would significantly impact the country's economy. Thus, stealing financial data, developing and implementing economic sanctions, creating panic in financial markets, and boycotting sources of income for state structures should be actively employed alongside military actions.

Participating in boycotts is a simple yet effective method of resistance. For instance, boycotting gas stations owned by officials of the occupation regime. With the assistance of a large number of residents, actions such as massive withdrawals of funds from banks will exert pressure on the currency market. Mass speculative operations in the market by buying and selling currency are also capable of influencing the economy.

Cyber Warfare

Digital attacks and cyber operations cause damage to enemy computer systems, networks, and information infrastructure. Therefore, the cybersphere must become one of the fronts of our resistance. Cyberattacks can aim at disabling critical systems, data destruction, information gathering and espionage through electronic communication and systems hacking, spreading disinformation, DDoS attacks, and more. Thanks to technology, anyone possessing skills and access to networks can become part of the resistance and contribute to the liberation of their land.

Military Cooperation with Interested Parties

Whether individual states, organizations, movements, or jamaats, we aim to seek military cooperation, establish alliances, exchange information, conduct reconnaissance, share experiences, and resources. Undoubtedly, such collaboration should adhere to Sharia principles and not conflict with our strategic objectives. We're interested in conducting joint intelligence and sabotage missions, offensive military actions, blockades, as well as organizing training events.

Stage: Deoccupation Process

This stage may commence due to various reasons, both internal and external. It's crucial to understand that the withdrawal of troops won't indicate our victory unless, along with it, clear political recognition is achieved from Russia, and conditions are created where a re-invasion of our territory becomes highly disadvantageous for them. This should be the determining factor. The events of the 90s showed us that premature celebrations and ignoring the aforementioned factors could result in the enemy's re-aggression.

Pressuring Russia for Political Recognition

The ultimate goal of this program is the political defeat of Russia in Chechnya. Military defeat, however, isn't a mandatory condition for this. The economic or political situation within Russia itself in the future might compel them to accept the terms of the Shura and the resistance. However, we shouldn't adopt a position of waiting for such situations but rather aim for maximum contribution to undermining Russia's political will and its ability to control our territory. The complex methods of resistance described in the program should compel Russia to withdraw its troops and politically recognize the new entity. This process could be both stage-by-stage and controlled or chaotic.

Policy Regarding Workers in Russian Power Structures

This aspect is one of the most complex to resolve. Due to prolonged occupation, a certain part of the population played the role of collaborators, participated in military actions against Mujahideen, committed numerous severe crimes against the people, and contributed to establishing un-Islamic legislation, thereby committing apostasy. This category includes personnel from power structures, military personnel, and officials. To address this problem and make decisions in each specific case, the formation of a special commission involving Sharia judges is necessary. In cases of voluntary and timely repentance, employees and representatives of authority must undergo an appropriate process, where individuals not involved in crimes won't face criminal liability and might even become part of the resistance. They'll be provided with an opportunity to apply their experience and knowledge for the elevation of Allah's Word, thus restoring their reputation and achieving a higher degree before the Almighty. All legal processes and cases of switching to our side should be regulated by the religious department of the Shura.

Efforts for Prisoners' Release

Among the tragic consequences of the two wars and occupation is a significant number of people in Russian prisons. According to various sources, several thousand Chechens are incarcerated. However, apart from deprivation of freedom, they also regularly face torture, beatings, and abuse.

One of the crucial issues requiring resolution is the release of all our prisoners. Exchange, if we have captives, attempts to pressure Russia through international organizations, negotiations with the Russian leadership, and, in extreme cases, ransom - all possible efforts must be made for the release of all our people held in places of detention on Russian territory.

Notes

This program is presented as a guide and structural description of our political vision and the necessary steps towards de-occupation. Each stage and aspect requires further detailed analysis compiled by an expert group in various fields. As our capabilities or the political situation changes, modifications may be made to the program's content.

For greater clarity, some stages are presented separately; however, they undoubtedly need to be implemented in parallel and continuously. For example, aspects of informational work or the educational process do not conclude with the transition to the "Military Resistance" stage but continue until the completion of de-occupation. It's also noteworthy that some aspects of the program requiring secrecy have not been disclosed in this document.

A second part of this work is planned in the future, dedicated to the form of government in our vision, where governance structure, election procedures, political institutions, laws, civil rights and freedoms, among others, will be elaborated upon.

In developing the de-occupation program, we did not aim to declare our side as the new government, authority, or representation of the entire Chechen people. All points described here serve as a guide only for those who share our political goals and find the outlined methods rational.

While drafting this program, we made every effort within our limited capabilities, consulted competent individuals in the field, and those seeking knowledge. Like any exposition, except for the Sacred Scriptures, our work isn't immune to errors and omissions.

This document is open-source, and we are open to your advice, opinions, and suggestions. The implementation of this program begins upon its publication.
