When his lawyer, Mycki Ratzan, addressed the court, she began unspooling a tale of international intrigue that, she said, staggered her. Her client had been a confidential informant for a covert ICE operation in the mids, she explained, and coverage of the crash in America and Mexico blew his cover. Now, Ratzan said, the United States suspected the shuttered ICE operation was corrupt the entire time, and was demanding his cooperation.
