PA & DA scores are not from Google or any other search engine. The scores are provided by MOZ on the basis of website’s History, Quality, and Content.

While PA estimates how well a particular page will rank on SERP, DA estimate how well a website will rank on SERP.

Coming to question, Yes today this is a big market on the internet, selling and buying domains with good authority (PA/DA), but I will not suggest this at all.

If you think that after buying a domain with good PA DA will make you rank high on SERP then you are misjudging it. Having a high PA DA is not an assurance of ranking high on SERP, there are other factors too.

There might be chances of black hat activities implied on the domain to increase its authorities(PA/DA/PR). You cant be sure about a domain history if it used in past. The history might be good or bad.

If you are purchasing a domain with high authority (PA DA) and investing your time and money into the website. After a while, you got to know something black about your domain history now your effort and time is waste. So it is better, to begin with, fresh and build a white domain history.

Hence I will highly recommend to purchase a fresh domain and start with the scratch. yes, It will take time and effort to increase authority scores (PA DA) but that will worth it.
