If you are an internally displaced person (IDP) and a recipient of state pension in Ukraine you need to keep close track of the dates when you cross border. Now you can check these dates online. How? It can be done via special Portal of e-services from Pension fund of Ukraine (PFU) - portal.pfu.gov.ua. Newspaper “Donetsk news”  prepared detailed guide on how to use the portal.

Why is this important? Ukrainian law states that a retiree receiving state pension benefits cannot stay outside Ukraine for more than 59 days in a row or his payments will be suspended. Today this provision is extended to citizens residing on the territories of Donetsk and Lugansk region that are temporarily uncontrolled by the Ukrainian government. Subsequently, these category of citizens has to cross separation line no later than each 59-th day to record their presence on the territory controlled by Ukraine.

What do people need to know? One needs to register with the portal to use it. There are two options for registration: at PFU office or on-line.

The first option requires personal visit to Pension fund of Ukraine office to submit an application.

The second option – online registration with e-seal – does not require a trip to PFU. But you need to have one of those plastic electronic pension certificates (EPC) to be able to use it.

There is a digital key encrypted in your EPC – your personal electronic signature. However, to read it you need an appropriate device that will read the data from EPC card, namely, Smart Card reader. Latest laptops already have a built in card reader of appropriate format, or it can be purchased separately. The prices start as low as UAH100-150.

Famous Lugansk human rights activist Pavlo Lisansky assumed position of the Ombudsman representative to Donetsk and Lugansk regions. From now on Pavlo will officially monitor observance of human rights and freedoms in Donbas.

What is ombudsman representative’s job? One of his major responsibilities is detention facilities monitoring. The representative has the authority to visit places of deprivation of liberty regardless of their status without prior notification of state or self-government authorities; to request documents from state officials, self-governing entities, and prosecutor’s office, including cases pending in court.

Who is Pavlo Lisansky? The director of NGO “Eastern human rights group” from Lysychansk. Winner of French-German award on human rights and primacy of law. Pavlo is one of the few Ukrainian human rights activists who is involved with release of prisoners that stayed in the facilities of the occupied territories – it is about 10 000 people, according to Pavlo. We definitely hope that such new appointment will help people in need on both sides of separation line.

Sergiy ZAKHAROV, artist, Donetsk

Sergiy Zakharov is renowned Donetsk artist who had taken a risk of creating art group “Murzilki” at times of “the Russian spring” (2014 pro-Russian unrest – ed.). He and his friends were created caricatures of militants: Givi, Motorolla, Girkin. Pictures of their art became world-famous.

Sergiy was twice incarcerated by militants. Upon release he moved to Kiev where he continues doing his art as part of “Isolation” fund art-project. In his interview to “Ukrainska Pravda” in response to question - How to return Donbas? - Sergiy says that we need to “fight the war to the finish”; he also advocates for the right of IDP’s to vote in election.

Yevdokia MILASHOVA, entrepreneur, Rubezhnoye town

Hostel owner at Rubizhne, Lugannsk region, Yevdokia Milashova is 75. She worked as a painter-plasterer since she was 17, later she was a trade union leader at a local plant, and after retirement started business of her own. Yevdokia decided to open a hostel.  In spring 2014 the town was in the war zone, and now lots of people are coming here: residents of occupied territories come to get their paychecks, IDPs visit their relatives. However, the quality of local hotels remains poor. Visitors say it reminds them of the Soviet Union services mediocrity.


Oleksiy SOSIURA, grandson of famous Ukrainian poet Volodymyr Sosiura

Debaltsevo occupation became personal tragedy for Oleksiy. Aggressive “Russian world” destroyed Oleksiy’s attempts to honor memory of Volodymyr Sosiura on his native land.

Today both the great poet and his art - particularly iconic poem “Love Ukraine!” - are outlawed on the other side of separation line. Oleksiy shared his memories of Sousiura’s native land with the journalist at "Uriadovy kurier"


“Of course it upsets me that my friends from Debaltsevo are in trouble. The town is dear to me, that’s why I always say: ‘I’m also from Debaltsevo’.  Those pre-war arts competitions “Silver bells” brought up a generation of Ukrainian patriots, first and foremost among school kids and youth. Ever since the beginning of hybrid war I worry about them, and I have always kept in touch. I helped people to leave Debaltsevo, together with my partners assisted in moving belongings, finding jobs, dwelling. I hosted resettlers from Debaltsevo both in my apartment and at my holiday home. That’s when my volunteering started, I am still actively involved”.

Here aspirants of the Pryazov and Donetsk Tech Universities and Maryupil gymnasium #327 presented their own ideas on innovation.

Kyrylo Strelbitsky received Original Idea Award. His startup “Wall Robot” is the very toy that will teach kids programming skills.

Oleksiy Fabrishny and his startup “Apple Haven” received Real Solution Award. He offers to grow rare varieties of apple in cooperation with land owners.

Nikita Kuchkov was named the person with the best skills to deliver model for startup idea. His “Artist archery” is meant for exclusive bow manufacturing. He suggests creating convenient on-line designer allowing consumer to create bow of his dream, and then the bow craftsmen will make it.

Famous writer Andriy Andrukhovych is now on tour of the East of Ukraine making multimedia collage “Endless trip or Aeneid”.

“We should look for very specific forms of communication and dialogue. I don’t believe those who tell us they already have final solution on how to change everything. Of course the best option is to conduct successful direct military operation in a sense that people love winners. I mean, provided the Ukrainian army victoriously enters Lugansk or Donetsk people would meet them with yellow on blue flags and scream: ‘Hurrah! Our guys are back.’ But it is impossible for now, at least to me it seems impossible, so we need to work on some tactical course”.
