I've taken it because it was the latest article posted on the website. Actually, it was posted +- 35 minutes before my screenshot.
As you can see it was posted on "10:47 AM, Apr 29, 2019" (While current Arizona time is 11:22). They are using UTC-7 timezone in Arizona.
But the current UTC+0 time is 18:22. Keep in mind that article was posted not 7 hours ago but +- 35 minutes.
So we can definitely say they are showing local Arizona's time on the website (which kinda makes sense, right?).
But the thing: IV shows time in UTC+0 timezone! And if I understand correctly, it will change based on user's timezone. So user from Arizona will see correct time (17:47 UTC-7 = 10:47 UTC+0)
Same goes with the page you've sent: https://www.abc15.com/news/national/stranger-helps-family-of-missing-akron-teen-find-possible-break-in-43-year-old-case
Time you see on left is in UTC-7 timezone, and it's 3:46.
Now it we'll add 7 hours to get UTC+0 we get 10:46, which is, surprise, the result you see in my template.
