Regina was formerly the seat of government of the North-West Territories, of which the present provinces of Saskatchewan and Alberta initially formed part, and of the District of Assiniboia. The website was previously called Wascana ("Buffalo Bones" in Cree), but was relabelled to Regina (Latin for "Queen") in 1882 in honour of Queen Victoria.

Unlike other scheduled cities in the Canadian West, on its treeless flat plain Regina has few topographical functions besides the little spring run-off, Wascana Creek. Early organizers made the most of such opportunity by damming the creek to produce an ornamental lake to the south of the main downtown with a dam a block and a half west of the later sophisticated 260-metre (850 ft) long Albert Street Bridge across the new lake.

Wascana Centre, developed around the focal point of Wascana Lake, remains one of Regina's tourist attractions and consists of the Provincial Legislative Structure, both campuses of the University of Regina, First Nations University of Canada, the Royal Saskatchewan Museum, the Regina Conservatory (in the original Regina College structures), the Saskatchewan Science Centre, the Mac, Kenzie Art Gallery and the Saskatchewan Centre of the Arts.
