It is an industry chain involving the filming, publishing, and selling of videos depicting cat cruelty has emerged on the internet. Within many cat cruelty groups, there are even individuals encouraging minors to participate in acts of cruelty against cats and to film videos. The organized group conduct atrocities on a daily basis.

Moreover, the cat abusers keep provoking public conscience and conducting acts of extreme cruelty on cats for attention. They think they can't be caught.

The cow cat never wailed, and we never give in. We need support from international communities, we need your help to spread the words, we will catch them.

Records of Animal Abuse in China

If these words are posted on Chinese platforms, they will disappear completely within 20 minutes. However, I hope that someone will see them, no matter how few people, no matter who they are, and no matter which country they come from, so I am posting them here. China lacks an animal protection law, but this is not because we haven't tried hard enough, but because those in power have always sided with the abusers. Nowadays, even terms like "abuse of cats" and "abuse of dogs" are quickly deleted, and on China's internet, these words can only be represented in pinyin. Administrative officials are often part of the group that frequently abuses animals, so we really don't know what else we can do. Open resistance only leads to a futile loss of life.

In March 2020, within a span of two months, Fan Yuanqing from Shandong University of Technology brutally killed more than 80 cats and filmed videos to sell. Behind him is a massive organization involved in these killings. They cruelly slaughter many cats and dogs every day, as a form of entertainment. It's not that they don't want to harm humans and other animals, but because cats and dogs are easy targets and they don't have to face any consequences. This incident remained a hot topic for days, yet the cat abusers received no punishment. Instead, they retaliated against netizens who were concerned about the issue, exposing their personal information and issuing death threats.

Since this incident, I have been paying attention to this issue, but I haven't documented it in detail until now, August 2023. I intend to start recording everything I witness from now on. Perhaps, this is the only thing I can do.

Over the past three years, I have witnessed a continuous stream of animal abuse cases. The following incidents are repeatedly occurring and persisting. Some are very frequent, with volunteers witnessing them every few weeks. Volunteers are a very small group, so it's hard to imagine how many cases have gone unnoticed.

1. Cat and Dog Transport: Cat and dog meat traders capture, steal, and snatch stray and free-roaming cats and dogs across the country during the late hours of the night. They stuff them into cramped chicken coops, loading hundreds of them onto trucks, which are then transported to markets in Guangdong and Guangxi to be sold as meat. The cats and dogs are unable to stand in the cages, they pile on top of each other, without food or water, and many of them suffer a cruel death during the journey. According to volunteers in Guangxi, new shipments arrive at the local markets approximately every five days.

2. Unregulated Breeding: Behind the glamorous facade of many cat and dog breeds lies a tragic and inhumane world of unregulated breeding. Breeding cats and dogs are confined to small cages in extremely filthy environments. There is no waste cleaning, resulting in feces being scattered everywhere, and they are fed scraps like chicken intestines. They are injected with fertility drugs and forced to reproduce continuously. When they become diseased, they are abandoned. Even the sick offspring of these cats and dogs are often abandoned.

3. Abuse by Administrative Officials: Rescuers who help countless stray cats and dogs often face a horrifying fate. When neighbors complain, many local administrative agencies resort to brutal methods such as using heavy tools to bludgeon these animals to death, throwing them from heights, or taking them to police stations and so-called dog retention facilities. During times of disease control, cats and dogs belonging to confirmed cases are often killed or buried alive. Instances of administrative officials beating dogs to death in the streets with sticks or shooting them are all too common. Dogs brought to police stations are often euthanized within just two or three days.

4. Dog Retention Facility Abuse: Dog retention facilities are government institutions, not private rescue organizations. Many of these facilities are hellish places where dogs are locked away without food or water. Dogs inside these facilities often engage in cannibalism, with larger dogs attacking and consuming smaller ones. Ultimately, many dogs in these facilities starve to death after being subjected to such horrifying conditions.

5. Pet Blind Boxes. Pet blind boxes have been available for purchase on various online shopping platforms. These boxes contain cats and dogs of various breeds and are sealed shut. They are then sent through the mail with other packages. These animals often endure hunger, thirst, and repeated violent tossing and squeezing during transit, resulting in a bloody mess upon arrival. Many of them might die from starvation, dehydration, or heat during the journey.

6. Organized Animal Cruelty. The activities of organized animal cruelty groups never cease. Personal information of perpetrators like Fan Yuanqing is sometimes discovered, but they face no punishment and attract little attention. When these incidents trend on social media, they might initially rank high, often reaching the top one or two spots, but within half an hour, they are pushed down far from view, sometimes even disappearing from the trending list altogether. It's important to note that these cruelty organizations have abundant resources and connections, sometimes collaborating with cyber security departments. The use of key terms related to these incidents as prohibited keywords is a common occurrence. Only under rare circumstances of perfect timing and conditions, an incident might stay on the trending list for a couple of days.

Regarding legislation, I have also been closely following the situation. According to the law, the only way to propose legislation is for members of the National People's Congress (NPC) to raise proposals and have them approved. Unfortunately, this is just a formality and not reflective of reality. In May 2020, along with many other volunteers, I attempted to persuade NPC delegates who were attending the "Two Sessions" (NPC and CPPCC meetings) to support animal protection legislation. We divided ourselves by province and each person contacted the NPC delegates from their respective regions. This process was not easy, as their contact information is not publicly available. Nevertheless, we managed to reach out to many of them. Some delegates were approachable, friendly, and willing to support us. However, they revealed that their words often hold little weight, though they still expressed a willingness to advocate for our cause. In the end, we garnered support from dozens of NPC delegates, and they raised proposals during the sessions, which were approved. But as they admitted, they lack real power, and despite the proposals being passed, they proved ineffective. Since then, there has been no further news. Rumor has it, though I cannot verify its accuracy, that after being approved, the relevant departments, such as the Ministry of Agriculture, must be consulted, and it is said that a single denial from the Ministry of Agriculture is sufficient to halt any progress.

• May 2023, after three years and by a stroke of luck and timing, a cow-patterned cat that had been brutally killed by an organized cruelty group made it to the top of trending topics for a few days. The perpetrator, who goes by the online name "Jack La Tiao," was a member of the cruelty organization. The cow-patterned cat endured two days of torture, enduring unimaginable pain, yet it maintained its fighting spirit until its last moments. Its bravery left a lasting impression. This incident sparked outrage among many people, but "Jack Spicy Strips" faced no consequences. The cruelty organization once again exposed the personal information of those who expressed their anger online. They even started engaging in a disturbing practice of pre-announcing live-streamed acts of cruelty, sharing photos of cats to be tortured before carrying out the live-streamed acts. Their satisfaction comes from having people watch these previews and live streams without any ability to intervene. They've shifted their live-streaming platform from domestic apps to overseas platforms like Telegram, making it harder for people to track their activities. The daily occurrence of these pre-announced acts of cruelty is likely a unique phenomenon worldwide, and China seems to stand alone in this regard.
• July 2023, at Unit 201, Building 54, Vanke City Garden, Jinjiang District, Chengdu, a 17-year-old male high school student was found responsible for the deaths of 5 cats. His mother, Liu Ya, works as the General Manager of the Financial Intermediaries Department of the Sichuan Branch of the Bank of Communications. She aided her son in his criminal activities, assisting in the purchase or adoption of cats and disposing of the bodies of the brutally killed cats (discarded in the community or at the entrances of shops). The mother and son cruelly tortured and killed cats they had either adopted or deceived others into giving them, and they recorded videos of these acts and shared them online. • 2023, Guangzhou: Baiyun Weixin Pet Hospital draws blood from hospitalized and boarded cats and dogs to sell.
• August 2023, Shanghai: Apartment 102, Building 22, Guangyou Community, 120 Fuquan Road, Changning District. In one week, a couple killed two kittens around two months old. On the 24th, they killed a small calico kitten around noon. On the 28th, they killed a small orange kitten around two months old. They lured the kittens into the hallway and beat them to death. The kittens' bodies were covered in blood, staining the cement floor of the building's entrance. The dead kittens were then thrown into the nearby green area. Reports indicate that this individual has committed a similar act of dog cruelty before.
• August 2, 2023: The pre-announced live-streamed acts of cruelty continue daily. On this evening, a white and gray patterned cat was tortured and killed based on custom requests, including gouging out its eyes and severing its limbs as requested by the client.
• August 1, 2023, Longtang Town, Qingyuan City, Guangdong Province: A slaughterhouse for stray cats was discovered by volunteers. Inside, there were numerous depilatory machines where cat traffickers were throwing live cats directly into the machines to remove their fur. After being reported by volunteers, the 380 stray cats at the scene were spared from the depilatory machines. However, on the night of August 3rd, all 380 cats were transferred by local government officials and subsequently buried alive by these officials. There is audio evidence of this incident. The local government later confirmed to volunteers that they indeed buried the 380 stray cats alive.
• August 7, 2023, around 1:15 AM, on National Road 107 in Gaobeidian: A dog transport vehicle with Hebei license plate FT30G1 was discovered. It had reached Dashiqiao, but the destination of the dog transport was unknown. Some of the dogs on the vehicle were wet, having survived floods only to be loaded onto the transport.
• August 9, 2023, Hohhot: A cat abuser was identified. Wang Yequn, born on October 13, 1997. His father, Wang Zhongkuan, is the Secretary and Director of the Party Branch of the Northern Notary Public Office in Hohhot. The address is Unit 6, Floor 6, Building 24, Keyuan Jiayuan, with contact number 15754835370. Wang Yequn, with his father's assistance, adopted numerous cats for free from pet owners, and he cruelly tortured and killed them within a short period. It is said that he even filmed these acts and shared them online. He boasted that his father is an official and that nobody can touch him. His father also openly threatened the safety of volunteers and pet owners when the police, volunteers, and television stations approached, claiming he is a public servant, has lawyers under his command, and has a background in law enforcement, so even if he assaults someone, there will be no consequences. He insulted volunteers, used offensive language, and threatened the safety of volunteers and pet owners. Bloodstained tools such as scissors, knives, and ropes were found at the scene, but he faced no consequences.
• August 8, 2023, Yongnian District, Handan City, Hebei Province: A dog was found with its mouth maliciously tied with a rope. Volunteers are unable to locate the dog at present. • August 9, 2023, Xindu District, Chengdu, Sichuan: A large-scale dog and cat hoarding site was found at the intersection of Xiangcheng Avenue West Section and Beixing Avenue Second Section, northwest of the crossroads. Some owners suspect their stolen dogs are among the animals. Many cats and dogs in cages were in critical condition, emitting a strong stench.

在过去的三年里,我看到的虐待动物的事情层出不穷。以下这些事情是反复上演持续存在的,有 些事非常频繁,每过几周就被志愿者目睹一次,而志愿者是极少数人,所以无法想象没有被发现 的该有多少。

1.猫车狗车。猫肉狗肉贩子在全国各地半夜抓捕偷盗流浪猫狗和散养猫狗, 把它们塞进低矮的鸡 笼, 几百只装成一卡车, 拉到广东广西的菜市场卖肉。猫狗在鸡笼中无法站立, 互相堆叠,没吃 没喝,在途中就会惨死许多。据广西志愿者说,当地菜市场每五天左右就会进一次货。

6.虐杀组织虐杀。虐杀组织从来没有一天停息。像范源庆那样的虐杀者的个人信息也时常被发 现, 但是他们不会有惩罚,也不会被关注。每每登上热搜,一开始往往会冲上第一第二,不出半 小时,就会被压到十几以外,有时候就直接被撤出热搜,搜关键词都搜不到。这里有必要提一 下,虐杀组织人力财力都很充足,与网安部门也有勾结,虐杀事件的关键词被设置成违禁词是经 常发生的事。只有天时地利人和的偶然情况下,才能在热搜上挂上两天。

• 2023年5月, 时隔三年后,在天时地利人和的偶然之下,一只被虐杀组织虐杀的奶牛猫终于在热 搜上挂了几天。虐杀者网名叫杰克辣条,是虐杀组织成员。奶牛猫被施虐两天,受尽酷刑,可它 始终保持战斗的姿态,直到死亡的一刻。它的勇敢让人们记住了它。这件事引起很多人的愤怒, 但是杰克辣条并没有受到任何惩罚。虐杀组织又再一次在网上公开关注此事的网友的个人信息。 虐杀组织还开始玩起了预告式虐杀直播,也就是每天先发出将要虐杀的猫的照片,到了时间再实 施虐杀直播。他们喜欢的,就是所有人看着这样的预告和直播,却没有办法。而他们直播使用的 软件,早就从国内的软件转移到了境外的telegram上,使网友追踪他们的难度增大。能每天都上 演预告式虐杀,中国大概是全世界独一无二吧。
• 2023年7月, 家住成都锦江区万科城市花园54栋2单元201,17岁儿子男高中生,可能就读于成都 树德光华中学,已知虐杀5只猫。其母为交通银行四川省分行金融同业部总经理刘娅,帮助儿子 犯罪,协助购买或领养猫并处理被虐杀猫的尸体(随意丢弃在小区或者店铺门口),残忍虐杀领 养骗来的猫咪并且拍摄视频发布在网络,在社区志愿者上门沟通后无果,其子仍继续给救助人打 电话要求领养猫。
• 2023年7月22日, 天津一小区,10多只猫被从高层扔下。

• 2023年, 广州白云维特欣宠物医院, 抽住院和寄养的猫狗的血卖钱。
• 2023年8月, 上海长宁区福泉路120弄广友小区22号102,一家一个礼拜打死了两个两个月左右大 的小猫,24号中午打死一个小狸花猫。28号下午又打死一个二个月大左右的小橘猫,这户人家将 小猫诱骗到楼道里将小猫活活打死,小猫死状惨不忍睹,七孔出血,血浆染红了22号一楼门口的 楼道水泥地。并将打死的小猫扔在22号楼旁的绿化带里。这户人家在这一年多里打死了好多猫, 只要22号附近周围的绿化带有猫出入,它们一家就千方百计要弄死猫。
• 2023年8月,深圳侨香中旅国际公馆一期,12栋某住户,15岁左右的儿子,用违法获得的弓弩射 杀了一只几个月小猫,并射伤一只大猫。

• 2023年8月8日,近日在河北省邯郸市永年区发现一只嘴巴被人恶意用绳子绑住的小狗。目前志愿 者找不到它的踪迹。从照片看,小狗的嘴被细绳紧紧绑住,小狗已经饿得皮包骨头。
• 2023年8月9日,四川成都新都区香城大道西段与北星大道二段交叉路口西北侧,发现大型狗屯 猫窝点。有主人发现疑似自己被偷的狗狗。鸡笼中大量猫狗已经奄奄一息,臭气冲天。
