State Rep. Joe Moody, D-El Paso, was named chairman of the House Criminal Jurisprudence Committee, while state Rep. Joe Pickett, D-El Paso, was moved out the chairman’s seat on the powerful Transportation Committee. Pickett will instead lead the committee on Environmental Regulation.Pickett, who recently assembled a 1927 Model T in his office, is known for his passion for transportation. But in an email Thursday afternoon he said the change is good for El Paso, which will now have two lawmakers leading committees in the Texas House.“Having two people, myself and Rep. Moody, chairmen of any committees is a win for El Paso," Pickett said.He added, “The Speaker did surprise a lot of people by moving several Chairmanships around, including mine. I have a tendency to shake things up, maybe that’s why I have been offered something new.”During the 2015 legislative session, Pickett took on AT&T, which has one of the most formidable lobbying operations in the Capitol, for delays that caused the Texas Department of Transportation to pay contractors more than $21 million in penalties over the past three years.
For Moody, the chairmanship of the House Criminal Jurisprudence Committee is his first. Moody has worked with Straus to reshape legislation that was objectionable to Democrats, including the 2015 border-security law.He also has worked to decriminalize possession of small amounts of marijuana and to reform criminal sentencing.“Overseeing criminal justice issues for the entire state is both a tremendous responsibility and an amazing opportunity, one my entire career as a prosecutor, defense attorney and legislator has prepared me for,” Moody said in a statement.The biggest prize Straus awarded Thursday went to Republican state Rep. John Zerwas, a physician from Fort Bend County, who was named to lead the budget-writing House Appropriations Committee. State Rep. Mary Gonzalez, D-Clint, was also named to the budget-writing committee.Perhaps the next top prize in the House went to state Rep. Dan Huberty, R-Houston, who takes over the chairmanship of the Public Education Committee. Kingsville Republican J.M. Lozano was named chairman of the Higher Education panel.“
Some very good members are taking on new challenges,” said Straus, a San Antonio Republican in his fifth term in charge of the 150-member House. “I’m looking forward to their leadership. There is always a balance to strike between continuity and fresh thinking, and I think we have the right mix.”That mix includes moving Corpus Christi Democrat Abel Herrero from the head of the Criminal Jurisprudence Committee to the chairmanship of the Land and Resource Management Committee.
