Prompted by soaring rents and sweeping gentrification, the Austin City Council voted Thursday to lay the groundwork for a host of aggressive policies aimed at combating the city’s affordable housing crisis. The resolution, sponsored by District 4 Council Member Greg Casar, directs city staff to study how best to mandate affordable housing in new developments in designated poor neighborhoods that are rapidly gentrifying, to re-examine the city’s controversial developer incentive program and to levy a new fee on commercial developments that would bolster the city’s affordable housing fund. “This is a bold plan; it’s not a small set of incremental steps that are safe,” Casar said. Separately, the council also approved dedicating future property taxes generated by lands currently owned by the state and county, which aren’t on the rolls, to the city’s affordable housing programs when they become privatized.




The aggressive and sure-to-be controversial moves come as a wave of gentrification sweeps over formerly working-class neighborhoods, replacing lower- and middle-income housing with luxury units that frequently contain little or no affordable housing, particularly in East Austin. These neighborhoods have become a flashpoint in the city’s housing debate as soaring rents have displaced long-standing African-American and Latino communities there. A recent University of Texas study found that 56 percent of African-American homeowners who left Austin for the suburbs said that housing costs had forced them out of the city. The council took a series of votes and largely signed off on Casar’s resolution, though debate broke out over a provision that would fast-track code changes to allow for smaller lots and additional construction in the inner city. Mayor Steve Adler offered an amendment that clarified the process and ensured that the council would be briefed before any code changes are proposed — which the council would still have to later approve.




Earlier in the day, District 9 Council Member Kathie Tovo’s property tax measure passed by a vote of 8-3, with the council’s more conservative members — Don Zimmerman of District 6, Ellen Troxclair of District 8 and Sheri Gallo of District 10 — dissenting. “It’s not that I oppose supporting affordable housing,” Gallo said. “I think it’s important in this community to make sure we have affordable housing. But I think it’s also important to give the council the ability to take tax dollars and spend them and balance them with all the other needs we have.” However, most of the council supported the measure, saying it was essential to dedicate the property tax earnings from these sites — potentially millions of dollars — towards expanding the city’s affordable housing supply. “This points to a predictable and clearly definable source of revenue” for housing, said District 7 Council Member Leslie Pool, who backed the measure. “I think it’s absolutely appropriate to use the budget process to define what our policy and value priorities are.”
