A type of underwear -like gym shorts, typically worn as part of a gym uniform with a gym shirt. "Buruma" is an English-to-Japanese-to-English transliteration of the word "bloomer", usually identifying an over-panty or public garment, whose purpose is to cover the panty and crotch area while leaving the maximum maneuvering room.
It's literally just a moderately outdated Japanese gym uniform referred to as "bloomers." This is how they look (ed) IRL. Some places still use them, but they fell out of fashion in the late 90s/early aughts. They're super common in anime because they were the standard for like 40 years, and they're appealing to dudes for obvious reasons.
