Leonard Springs RdTOWN OF NEWARK—Rock County detectives are “winding down” their investigation of last week's fatal house fire in the town of Newark after finding no evidence of a crime. Indiana police on Monday located a red Chevrolet S-10 pickup truck that had been missing from the scene of the Nov. 29 fire. The body of homeowner, Thomas MacGowan, 62, was found in rubble of the burned house. A man detectives previously believed was named Daniel Marshall or Marshall Daniels had been staying with MacGowan since the second week of November and had permission to use the truck, said Capt. Todd Christiansen of the Rock County Sheriff's Office. Detectives could not identify anyone from Indiana by the names of Daniel Marshall or Marshall Daniels that fit the description of the man staying with MacGowan, leading them to believe that neither was the man's real name, according to a press release from the sheriff's office.




When police in Bedford, Indiana, located the missing truck Monday, two people told officers they had recently bought the truck from a man named Marshall Bischoff. Bischoff's photo matched the description of the person staying with MacGowan, according to the release. Bischoff told police he was homeless and said using an assumed name is “what homeless people usually do,” according to Christiansen. Bischoff and MacGowan met several weeks ago when Randy Martin, a friend of MacGowan's, offered Bischoff a ride as he was walking from St. Louis to Indianapolis. They returned to Beloit, and Bischoff went to live with MacGowan several days later, according to the release. Rock County detectives interviewed Bischoff on Tuesday. Bischoff told investigators MacGowan gave him permission to use the red pickup truck to go home to Indiana to visit family during the holidays, according to the release. Bischoff said he left MacGowan's house Nov. 28, one day before the fire. While driving to Indiana, the truck had mechanical issues and later broke down in Bedford, where Bischoff's children live.




Because the truck was no longer operational, Bischoff sold the truck for scrap metal, Christiansen said. Whether Bischoff will be charged with a crime for selling MacGowan's pickup truck falls under the jurisdiction of Indiana police, Christiansen said. A previous shed fire occurred on MacGowan's property Nov. 14, and Bischoff said he was not staying at the residence at that time. During that investigation, MacGowan told investigators he had been living alone, according to the release. Martin, the person who introduced Bischoff to MacGowan, was charged Tuesday in Rock County Court with burglary and misdemeanor theft for a break-in to a pole barn at MacGowan's property five days after the house fire. A neighbor Sunday morning found a broken garage door on a pole barn. Deputies believed the damage was severe enough to have been caused by a vehicle crashing into the door and noticed red paint transfers on the door, according to the complaint. Early Monday morning, a Rock County deputy saw a red Ford Escape with damage to its rear bumper and window.




Martin, the driver, admitted during a traffic stop he had been involved in the incident on MacGowan's property, according to the complaint. Martin told police he was stressed out from MacGowan's funeral Saturday and went to the property to retrieve a stereo and a speaker. He did not believe he would otherwise get those items back, according to the complaint. Martin said others had accused him of bringing Bischoff to MacGowan's residence, which made him angry. He told police he had planned to turn himself in, according to the complaint. Investigators are not sure why Martin introduced Bischoff to MacGowan, other than MacGowan might have been trying to give Bischoff a fresh start. There is nothing to indicate Martin was involved in the fire, Christiansen said. Detectives are trying to confirm Bischoff's account of his departure from Wisconsin. They are waiting for final reports from the State Fire Marshal's Office and the Rock County Medical Examiner's Department, Christiansen said.
