The day the sultan was taken from power was the day the institute that protected Islam was dismantled. Yet they are born into Muslim families that have houses and earnings, even if it government based benefits and income. Some will deal to make an earning for a few years then open a 'halal' business. Others will do it to fund a lifestyle in Pakistan where they can buy people. Some do it for the steet cred, others have various other reasons. The drugs dealing has a greater negative impact than other means of haram income. It is similar to arms dealing, alcohol, gambling and prostitution. The story of Imam Badr giving gold coins to prostitutes is for sinners who are victims of pimps. The sinner who harms others is not the same as a victim who sins. A prostitute or addict are victims of pimps and dealers. Our dawah to addicts and prostitutes to repent is with kindness. But with dealers and pimps we must be firm and harsh. Unless the caller has another motive. The jurists mention that the funeral of a person who wields a weapon attacking people is not prayed by the ulama! Or a person who sells arms to groups to fight one another. Their funeral is not prayed by the ulama unless they repent. Even when they repent the earnings must be got rid of without intention of reward. Similarly a pimp and a dealer are people who break families, abuse people, use violence, and are the source of the crimes of many addicts. The ruling of corruptors in the land applies to them IF they die in the state of dealing and pimping. Rather than glorifying their deaths as heroic their funerals are to be avoided if they died in the state of dealing and pimping.
