The wholesale giant plans to build a gas station on about half of the land, which is adjacent to the company's location on Melvinia and Touhy avenues.The total term of the agreement is 20 years, Klicker said while adding that he fully anticipates the agreed-upon $3 million in sales tax rebate funds – which would recoup Costco's costs for demolition and development – would be paid within seven years.Trustee Joe LoVerde touted the deal as a "win-win" for both the wholesaler and the village.But Trustee Rosemary Palicki questioned the length of the deal, saying previous sales tax agreements entered into by the village had not lasted quite so long.Costco is "wishing to protect investments," hedging their bets against a potentially uncertain future for gas sales, Klicker said.Another crucial aspect of the deal is the company's plans to sell the other half of the land to another retailer."They are extremely confident, as is the village, that there will be a sale of the remaining land in a very short period of time," Klicker said.
"However, Costco would like to protect their interests, and the purchase of this land is rather expensive if they only need two acres."If Costco cannot find a buyer for the extra land by the time they've received the total $3 million rebate promised to them, the tax incentive will continue until one of three things happen: a purchaser is found, $5.5 million in rebate funds is paid to the company or the 20-year long deal runs out, Klicker said.If the latter two instances occur, the land will be quit-claimed to the village, he said.As to Costco's ability to secure a buyer for the additional land, LoVerde and Klicker assured Palicki and the rest of the board that the company would not have entered into the agreement if they weren't confident they could sell the remaining parcel.Though she said she fully supported Costco remaining in Niles, Palicki said she was concerned that the village would be giving up sales tax dollars in a time when pensions are underfunded and village infrastructure is aging.
But she was assured that sales tax funds from the yet-to-be built gas station were the only funds included in the agreement, meaning that the village's sales tax base as it stands would not be affected.Niles Mayor Andrew Przybylo praised the deal, saying the Landmark Ford site had been a blight on the community for six or seven years."This is the smallest Costco in the state of Illinois and they were quite willing to move to Morton Grove or a nearby location," he said.
