The year passed is talking about the year the law became effective.
The percentage is actually always speaking about visible light transmission. Net is referring to the amount of light that is necessary to pass through the two car window and also the tint film. If you see the phrase 'UnDef' it means nothing has become defined by law. Almost all states prohibit mirrored tint.
Examples of different state laws:
Alaska: 5 inches / NO / 40% Net / 40% Net / 1994. Specifics include: regulation can be applied to non-Alaska registered vehicles. In Anchorage, State Troopers can write fix-it tickets which requires repair be completed within 5 days when the ticket was received. California: NO / NO / ANY / ANY* / 1987. Specifics include: rear-back window tint mandates that the nearly everywhere rear-view mirrors work. Also, out-of-State cars driven in California have to take compliance with the CA Tint law.
Most companies that provide car window tint will know the laws of their area. But it's always advantageous to be sure.
