There is no point attempting to repel or stop Israeli strikes, Israel has so many sources and can easily overwhelm the SAA in both kind and numbers ... Reinforcing Syrian air-defenses wont achieve anything ... The only solution to stop the strike is to strike back ...

The first problem preventing the SAA from responding is the threat of inflicting civilian casualties on the Israeli side, which could lead to a very serious escalation, likely even a full-on war ... Syria do possess guided missiles and drone. Yet, you can never be 100% sure.

The second problem, is Israel ability to strike back and destroy the means used to prepare and launch the attacks.

The solution for the first problem can be very easy. The SAA should only target Israel's frontline positions in al-Golan, especially large isolated facilities like Mount Hermon observatory. The SAA can also try to hit frontline equipment with ATGMs and small suicide drones.

The solution to the second problem is a bit harsh. The SAA will simply have to adopt to the fact that its assets will be hit back. Develop an underground network to make and deploy advanced weapons like the Houthis, it will be costly, hard and time consuming, but it will work.

As long as there is no civilian losses, and no random strikes, Israel will not likely wage a war. The asymmetric capabilities which will be built by the SAA will even make Israel think harder before each strike. Deterrence will be costly, but it can be achieved.
