В то же время она сохранила его в Списке I — перечне всех наркотиков, которые подпадают под международный контроль. Это решение было принято не единогласно: «за» проголосовали 27 членов Комиссии, 25 выступили против и одна делегация воздержалась. Остальные рекомендации ВОЗ по каннабису Комиссия отклонила. Делегация России выступила против всех предложений ВОЗ по смягчению контроля за каннабисом, в том числе проголосовала против рекомендации исключить его из Списка IV, заявив, что категорически отвергает легализацию марихуаны в рекреационных целях. Следует отметить, что наркомания — серьезная угроза для здоровья, безопасности и благополучия человечества. Особую обеспокоенность вызывает пристрастие к наркотикам молодых людей.
