Die Hinrichtung einer der ersten Personen des Landes, des Herzogs von Mont Morency, ließ die Aristokratie vor Entsetzen erschaudern.
An zweiter Stelle stand die Aufgabe, die Hugenotten zu befrieden, die seit Heinrich IV. große Rechte hatten. Die Hugenotten haben auf dem Territorium Frankreichs echte kleine Staaten geschaffen, die jederzeit bereit sind, den Gehorsam zu verweigern. Das Widerstandszentrum der Hugenotten war die befestigte und unabhängige Festung La Rochelle.
Richelieu glaubte, die Zeit sei gekommen, den Hugenotten-Freien ein Ende zu bereiten. Eine passende Gelegenheit ließ nicht lange auf sich warten. 1627 eskalierten die Beziehungen zu England, das besorgt über den von Richelieu begonnenen Flottenbau war. Die Politiker des nebligen Albion beschlossen, in den Besitztümern ihres Nachbarn Verwirrung zu stiften, indem sie in La Rochelle eine Rebellion auslösten. Die französische Armee verkraftete die englische Landung problemlos, aber die Belagerung der aufständischen Festung zog sich ganze zwei Jahre hin. Schließlich legten die Verteidiger der Festung 1628, vom Hunger gebrochen und jede Hoffnung auf Hilfe verloren, ihre Waffen nieder. Auf Anraten von Richelieu gewährte der König den Überlebenden Vergebung und bestätigte die Religionsfreiheit, wobei er den Hugenotten nur Privilegien entzog. Das protestantische Languedoc verlor 1629 seine Freiheiten. Es folgte keine religiöse Verfolgung. Kardinal Richelieu erwies sich als zu politisch, um zu versuchen, dem Land religiöse Homogenität aufzuzwingen, die Chimäre, die Rom befürwortete. Dank solcher Taktiken machte sich der Kardinal jedoch unter den Ministern der Kirche Feinde.

Wenn es um die Interessen des Staates ging, schienen für ihn religiöse Fragen in den Hintergrund zu treten. Der Kardinal sagte: „Sowohl die Hugenotten als auch die Katholiken waren in meinen Augen gleichermaßen Franzosen.
So führte der Minister erneut das für Streit längst vergessene Wort „Franzose“ ein, und die Religionskriege, die das Land mehr als 70 Jahre lang zerrissen hatten, endeten.
Mit der Machtübernahme von Richelieu kam es zu gravierenden Veränderungen in der Außenpolitik. Der lange Weg zu einem hohen Posten war nicht umsonst. Der Kardinal schätzte und erkannte seine Fehler. Er begann allmählich, das Land sanft von Spanien wegzuführen und es auf den traditionellen Kurs der Politik Heinrichs IV. zurückzubringen. Richelieu stellt die Beziehungen zu alten Verbündeten wieder her und inspiriert Ludwig XIV. Methodisch zu der Idee, die übermäßigen Ansprüche Spaniens und Österreichs abzuwehren.
Die Habsburger-Dynastie, die beide Reiche regierte, verschlang langsam Europa, verdrängte Frankreich aus Italien und unterwarf Deutschland beinahe. Die protestantischen Fürsten, die dem mächtigen Druck Österreichs nicht standhalten konnten, gaben eine Position nach der anderen auf. Ohne die Intervention von Richelieu ist nicht bekannt, wie dieser ungleiche Kampf geendet hätte. Der katholische Kardinal begann, nicht im Geringsten verlegen, die protestantischen Fürsten zu subventionieren und Bündnisse mit ihnen zu schließen. Die Diplomatie von Richelieu und vor allem die französischen Pistolen schafften es, den zur Kapitulation bereiten deutschen Fürstentümern Leben und Kraft einzuhauchen, und bereiteten den siegessicheren Habsburgern eine unangenehme Überraschung. Dank der diplomatischen und dann militärischen Intervention Frankreichs wurde der Dreißigjährige Krieg (1618-1648) fortgesetzt und endete mit dem vollständigen Zusammenbruch der imperialen Pläne Österreichs und Spaniens. Vor seinem Tod 1642 konnte Richelieu stolz zu Ludwig XIII. sagen: „Jetzt ist das Lied von Spanien gesungen.“ Und das waren keine leeren Worte.
Während des Krieges wurde die Idee des Kardinals, Frankreich in "natürliche Grenzen" einzuführen, verwirklicht: Es gab eine lang erwartete Vereinigung aller historischen Gebiete - Lothringen, Elsass und Roussillon, die nach so vielen Jahren des Kampfes Teil davon wurden das französische Königreich.
