(15 Feb) The Chinese Communist Party ’s media, Qiushi, published the full text of the Communist Party General Secretary Xi Jinping’s response to the outbreak on 3 Feb at the Politburo Standing Committee on 3 Feb. The article shows that Xi was aware of the epidemic in Wuhan on 7 Jan and held a meeting to request for prevention and control. However, at that time, Xinhua News Agency did not mention the epidemic situation in Wuhan at all, but quoting Xi’s speaking other current affairs throughout.


Some observers believe that the reasons that Communist Party’s journal revealing “Xi has known about the epidemic in Wuhan and made important instructions” are not just forpraising Xi, showing how wise and brave Xi is, and taking responsibility off of Xi, but also mean to blame the local authorities in Hubei and Wuhan. It seems to copy what happened the Qinling villa incident in Shaanxi.


According to the full text of the interview published in Qiushi, Xi stated on the Politburo Standing Committee on 3 Feb, "After the outbreak of the new coronavirus in Wuhan, on 7 Jan, when I presided over a meeting of the Politburo Standing Committee, I have made demand on novel coronavirus epidemic prevention and control." In addition, the full text of the interview also shows that Xi also specifically called for "maintaining social stability" and "guiding propaganda, education, and public opinion."


In addition, Xi also emphasized that as the international community was highly concerned about the epidemic situation, China must "take the initiative and effectively influence international public opinion." "We must actively respond to international concerns, tell the story of China's fight against the epidemic, and show the Chinese people's spirit of unity and togetherness." Xi required comprehensive communication and coordination with the World Health Organization (WTO)and relevant countries and regions, and "strive for understanding and support from the international community."


Why did Xi make a comment on the epidemic on 7 Jan, but Hubei and Wuhan authorities turned a deaf ear? Referring to local media reports, it turned out that from 6 to 10 Jan, Wuhan had to hold two sessions of the Chinese People's Political Consultative Conference (CPPCC); from 11 to 17 Jan, Hubei Province held two sessions. In other words, the local authorities successfully held the two sessions and ignored the general secretary's instructions, which led to the spread of the epidemic. This might be why Jiang Chaoliang, the secretary of the Hubei Provincial Party Committee, and Ma Guoqiang, the secretary of the Wuhan Municipal Party Committee, were taking responsibilities for President Xi's accountability.


What makes the people in the epidemic area even more upset is that Chinese Ministry of Foreign Affairs spokesman Hua Chunying claimed in a regular press conference earlier that China had notified the U.S. of the epidemic in Wuhan as early as 3 Jan. During that time, the mainland citizens were completely in the dark preparing for the Lunar New Year. 5 million potential virus carriers in Wuhan were leaving Wuhan in the next 20 days to bring the virus across the country and around the world, eventually leading to the global spread of the pneumonia epidemic!


As a matter of fact, the outbreak of new coronavirus occurred in Wuhan as early as the end of December last year. It was not until the executive meeting of the Chinese Communist Party on Jan. 20 stating "high attention was to pay to prevent and control efforts" for the outbreak to surface. It was not until 23 Jan(29th day of the lunar calendar year) that the authorities of Wuhan City suddenly announced that "the city was closed" to fight the epidemic. Only then did the incident cause a national sensation, and the epidemic situation was finally revealed. There is no doubt that the authorities in Hubei and Wuhan concealed the epidemic from 14 million people in Wuhan and nearly 60 million people in Hubei.


At present, Zhou Xianwang, who is still in the mayor's seat of Wuhan, said in an interview on the evening of 27 Jan that the epidemic was "not timely disclosed, and hoping everyone can understand." As pneumonia is an infectious disease, it must be disclosed according to law. Zhou said he had escalated as early as January. "As a local government, I must obtain authorization before I can disclose the epidemic." Mayor Zhou's statement was interpreted as "pass the buck" and blaming his superiors for the delay in reporting the epidemic.As Xi has now claimed that he "has instructed personally", whether Xi is trying to "pass the buck" or whether he should be held accountable, only he himself knows best.
