What makes antagonists compelling rather than merely obstructive

The Core Requirement

The well-written antagonist believes they are the protagonist of their own story. They have motivations that are legible, goals that make sense from their perspective, and a worldview that has internal coherence even when it is morally wrong. The villain who is evil for evil sake is not an antagonist. They are a plot device.

The Craft

The specific craft requirements of the compelling antagonist: the same level of character development that the protagonist receives, because the antagonist inner life is what makes their opposition meaningful; the specific want and need structure that all strong characters require; and the relationship to the protagonist that is specific enough to produce the particular conflict that the story requires.
