Well it's hard to say. Both are highly skilled fighters and expert Battle tacticians but I would have to say Captain America. Yes Wonder woman has been around longer than him and yes she has been trained since birth I know. But The reasons why is Cap has been shown fighting on par with opponents with similar experiences such as Thor, Black panther, Wolverine . Ones an out right god who has millions of years of training and experience on the battlefield ,one who has been trained since birth and has the ability to call upon the skill and experience of his ancestors.Ones a combatant with at least 2 centuries of experience and is so revered by even the gods.
Reason 2 he has more experience yes she has been alive for a thousand years but this is how long she has been alive she has been on the Island of themyscira for that long. She has been retcon from world war 2 to a modern day conflict in recent years meaning she really doesn't have more experience than him due to this.
Reason 3 their skills and showings. Both of them are highly skilled fighters and expert Battle tacticians. Wonder Woman has been trained in the Amazon ways of martial arts by the Amazons but their is a problem with her skills she doesn't have alot of showings against skilled opponents yes she was able to defeat Batman and Black Canary but this is due to her powers rather than her skills. She is not really well known for being a highly accomplish strategist .Now Captain America's combat skills draw from his training with Experts in hand to hand combat and martial arts ,highly trained and experienced Soldiers in Battle strategy and combat tactics. After being frozen and being found he updated his skills in martial arts and hand to hand combat in the modern era he is extremely versed in the use of pressure points to the point were he used nerve strikes to paralyze professor hulk who has a healing factor on par with Wolverine’s, and Werewolf Falcon. Cap has been able to defeat many skilled fighters such as Daredevil, Black panther, US agent, Shang chi, Iron fist ,Wolverine, Taskmaster,Deadpool, Baron zemo , Red skull , Absorbing man yes he is actually a skilled fighter with experience in boxing almost champion level skill, Batroc the leaper. All through fighting skill and tactics. Captain America is also extremely versed in the use of other weapons even those unfamiliar to him he is so skilled with the bow and arrow he is on par with Hawkeye who is only rivaled by Bullseye , is so skilled with sticks and staves that he can use DD's billy clubs to the same level as him , is such a skilled swordsman he was able to get praise from the swordsman and defeat Wolverine a master swordsman himself. Cap has been shown multiple times to be an incredibly skilled and accomplished battle strategist and field commander havimg lead multiple teams of heroes. Thor who a god of war himself once stated Captain America is one few mortal beings that can give him orders think about that for a second.
Before someone comments let me remind you that Cap has led multiple groups of heroes more than Wonder woman has Cap has been a leader of the Iluminati hero group, The Secret Avengers ,New Avengers, Redeemers, Invaders, Shield all of them are well regarded groups and also most of her immortal time before the justice league has been spent more on the Island of themyscira.

But then it just comes down to a slugfest, and as much as I’m a Thor fanboy, I gotta say, DCEU Superman is just as strong as he is, if not stronger.
Worst case, since Superman can fly unassisted but Thor cannot, he could simply pull a Doomsday and throw Thor into the sun.
Hell, Superman could probably win this fight SOLO.
Now, comics heroes is another matter entirely. There, I think, it’s entirely possible that the Marvel heroes win.
Then again, if you give them prep time, then Batman wins SOLO due to his absolutely impenetrable plot armor.

Fight takes place in battle arena. They start 10 ft from each other. For this battle Wonder Woman is at Captain America's strength, speed and durability levels.
Round 2- Captain America has his shield. Wonder Woman has her bracelets, lasso, sword & shield. (Morals On)
Round 4- Captain America has his shield. Wonder Woman has her bracelets, lasso, sword & shield.( Morals Off)

Round one I'd give to Cap BARELY he has more experience in pure H2H combat imo.
Every other round Diana should destroy him. She's always stuck me as a weapon expert and she has too much versatility with her lasso,sword, shield, bracelets etc for him to block and deal with.
Diana is a much better killer and should win in any morals off because she has more experience fighting dirty and to kill imo.
WW wins the majority and thus this match.
If we went by regular stats of WW she would STOMP
Its hard to compare wonder womans skill to regular fighters. She always has her powers so its hard to determine how much of her fights have to do with skill or how much has to do with powers. I don't think there is an answer all though if I had to pick I would pick cap simply because we know how much of his fights have to do with skill.

WW takes all rounds. H2H experience goes to Wonder Woman, plus with Cap being at the physical peak for humans, he doesn't quite have the strength to compete either.
Granted, we are apparently nerfing that for the purpose of this scenario so, if you think that Cap is just the better fighter in terms of technique, you'd be wrong there as well. Cap is awesome, but in terms of abilities and talents, WW just wins 100% of the time.
She has been hailed(by Batman) as the best fighter. She also makes up for lack of super speed with super fast muscle memory, so she can react to Caps attacks MUCH faster than he can react to hers.

@emad_ishtiaque : You misunderstood me, I meant with morals on I think Cap MIGHT be able to catch her because I think he is more used to neutralizing foes whereas I imagine Amazon H2H training being more about killing foes.
