So this won't work if you need to undo the buttons to put the dress on or remove it, but from the photo it doesn't appear to be that kind of dress. If this is the case, you can put a bit of Stitch Witchery between the buttons where it gaps, and clamp it with a hair flat iron (I like to add a buffer of a damp scrap cloth) or a legit iron.
