There's actually these signs in build/buy that stop sims having sex in certain rooms. Just use the enablefreebuild cheat and edit custom lots. The signs have invisible variants too so they won't be visible! There's signs for no nudity and no sex for either this lot or this room. There's also signs that allow sex/nudity in the same way.
