Why The Wall Center's BMC Walls are Paid ??

So , I want to release all my Wallpapers into a single app which will be free (whereas I'll add these premium bmc walls into another paid application who's access will be gives free to bmc members). But before I create that app I need to create Google console account which almost costs $30 , as I'm a student I can't pay these much amount by myself , so bmc is my only way to create that and publish my apps.

As I'm Aware that these wallpapers are paid I'm trying my best to give you guys good content in bmc walls.
