DOE will also evaluate the effects on manufacturers and will use an altered industry cash flow model that is specifically tailored to this type of product to calculate manufacturing NPV. DOE will also consider the impacts of these plans on small businesses and other manufacturing subgroups to determine those who could be most affected.
