Well, if you spend considerable time browsing the internet, that’s probably because you watch porn. And if this is the case, then you must have occasionally come across Japanese porn. Up until the 1990s, showing of pubic hair was actually considered obscene, and if you look at some of the older porn from Japan, you will notice that the whole lower torso was blurred. There was even a rumor going around that some actors used to fake sex!
As of 5 years ago, the Japanese government was willing to take porn that was deemed to show ‘too much’ off the shelves. In 2004, Article 175 was used for the first time in 20 years against a manga artiste called Suwa Yuuji, who was convicted for distributing “indecent and explicit” material through his art. He pleaded guilty and was subsequently fined ¥500,000. While he took his appeal to Japan’s highest court, arguing that his art was not as explicit as the ones that were freely accessible from the internet, the Supreme Court of Japan didn’t buy his argument and actually tripled his fine to ¥ 1.5 million. While no other convictions have been made since Japanese porn producers resort to blurring genitals to avoid falling foul of the law.
They say a country’s laws reflect their morality, but it’s necessary to note that morality itself is subject to change throughout the years. Before the current porn policy came into effect, Japan had some of the most progressive attitudes towards sex. Well, it still does consider that it has some of the most liberal stances on pornography compared to other countries in East Asia where it is illegal to distribute our own porn. But the stance was even more progressive before they came into contact with the western world in the 19th century.
The arrival of westerners on the island brought with it the Western version of morality. It began to take root in the upper echelons of Japanese society as the government did its best to show the western world that Japan was an equally civilized society. Traditional Japanese practices that were deemed normal by the locals but appeared strange to foreigners were outlawed, the biggest casualty being shunga, a traditional art form that depicted largely heterosexual, ethnic Japanese couples with enlarged genitals engaging in intercourse. Shunga may have been outlawed for over 300 years now, but its legacy is still seen in the racist manga comics today, while Japan’s biggest export as far as adult entertainment is concerned- tentacles- can trace its roots to shunga. See? Japanese smut was not always a pixilated mess.
If the display of genitals is considered obscene and indecent, then why aren’t breasts censored in Japanese porn? I mean, anyone who considers genitals an obscenity would surely have a problem with a full display of nipples, right? Well, not really.
Japan has an interesting relationship with breasts. The #FreeTheNipple may not have engulfed the country as a movement, but you may find your answer as to why breasts are not forbidden in the country from observing the roots of Japanese porn.
As seen in shunga, there is hardly any difference between male and female chests regarding how they are depicted in the art. Actually, the only way to differentiate between the genders is through their dressing or genitals. Unlike modern art, which eroticizes big breasts, the shunga art is evidence that the Japanese were not as obsessed with the female pair. Actually, it was common to see Japanese women walking topless. Nudity was also not sneered at, and it was not uncommon to see nude members of the opposite sex at communal baths. Pretty much says it all in the title. I’ve noticed lately that a lot of Japanese porn (presumably from Japan) is censored, with both male and female genitalia blurred out. But why? Is it some kind of regulation in Japan that internet streaming or down-loadable porn with Japanese actors and actresses is censored? The sites I usually go on don’t specialize in Japanese porn, nor is it something I go out of my way usually to view, but I’ve been puzzled about the occasional Japanese video that is censored, when it seems nothing else is.

Japanese law requires pornography to be censored regardless of its place of origin and manner of distribution.
If you pick up an imported issue of Playboy off the magazine rack, you’ll find that someone has taken a black marker and covered any exposed genitalia.

But how do they block access to regular (non-Japanese, or Japanese American/European) porn? From memory, at least a segment of Japanese (male) society seems to enjoy watching anglo/European type women, and certainly THAT porn is pretty pervasive (and completely uncensored) to anyone with an internet connection. On one of the sites I frequent in fact there is a ‘Japanese’ section where just about all of the porn seems to be made in the US or Europe, though using Japanese actors and actresses, and I’d guess that 90% of it is uncensored.

As per above, they are not blocking overseas sites, so yes. However, it’s possible to purchase uncensored material (illegal, of course). Years ago I used to frequently get advertisements for uncensored ura videos in the mail box. I presume they can be found on the net now.

That is changing, and they are not letting as much soft porn on regular TV anymore. That went out in the 90s. I remember being very surprised to see women dancers with nude asses on a primetime show back in the early 80s. They would show rape scenes and such.
In the 90s, these were relegated to the late night shows such as Tonight Two with its regular feature on the quasi-brothel of the week and updates on Tokyo life including voyeur cafes and then have since disappeared completely.
Tokyo has increased regulation as well. Porn magazines sold over the counter now must be taped so they can’t be opened in the stores. I believe this is a local regulation and not a national law.

They’re not really attempting to “block access” – the censorship is one of those hypocrisy-is-the-tribute-vice-pays-to-virtue things, it probably well pre-dates the Internet, the authorities probably shrugged when the Internet came along but aren’t too worked up about it but – being Japanese – weren’t about to change the rule just because circumstances had changed. And are they okay with the fact that bukkake and tentacle rape cartoons etc. etc. etc. are perfectly legal? Yes. Yes, they are.

Normal pixelation sure there is a loss of information. But if I wanted make pictures that looked pixelated when viewed with a normal jpeg viewer but then could be recovered by some algorithm I am sure I could come up with something.

Yes, but in the case you describe a swirl doesn’t necessarily purge information, it just distorts it, I would think.
