If he hugs or kisses you, he's worried that you will think something bad about him, like, "eww he has smelly breath". If you care about someone, that person will be scared that he will embarrass himself. So, he will avoid doing anything that might put him in that risk..
Maybe once he gets to know you enough, or feel comfortable doing those things, he will be more open up to it. You can start hugging him, give him a kiss on the cheeks. Just get him to know that you don't mind.

It is easy to be flirty and confident with the girls that he doesn't want to be closer too because whatever he says/does doesn't matter because he has no interest in what they think. The most important issue is how is with YOU and he obviously likes you but unfortunately doesn't have the confidence to take things further.
