Who do I reach when I have complaint about content?

You can send direct message in private to Rajiv (@t_ink) or Suan (@Suan25) if you have any complaint regarding the content posted in group. You can also use /report or @admin in reply of the message which is offensive, plagiarized, or violates the group policy.
