1x1x1x1 was a test account that was created by Shedletsky. Throughout the community, many rumors arose about 1x1x1x1 being a "hacker".
There were many rumors that 1x1x1x1 was an exploiter or a leader of an exploiting group. Although the rumors about 1x1x1x1 have long since been debunked, many users continue to hold onto the belief that, along with the likes of John Doe and Jane Doe .
Players speculated that he became active again after Roblox released updates, which further increased fears that "1x1x1x1 is back and will hack everyone". With 1x1x1x1's popularity within the Roblox community, Roblox has made references to him in media and events.
1x1x1x1 was used to prey on fear in one of the stories created by Shedletsky , mentioning an "evil 1x1x1x1 part" and as such many people have speculated that he is a real hacker. However, former administrator MrDoomBringer verified that 1x1x1x1 is not a hacker and started as part of one of Roblox's backstories created by Shedletsky. As discussed in the forum post:

Let's talk about where the name comes from. Long ago, Telamon posted a number of stories about Roblox's backstory to the News. One of these included mentions of 2x2, the first brick. Copied over and over, every other brick were it's descendents.
Then, in a footnote, he mentions the evil 1x1x1x1. So that's where the name comes from. Blame John.
Let's talk about why people say he's a hacker. A guy who's (sic) name is long forgotten (not Zuka) found an exploit (not CheatEngine) to insert control scripts into online places. He sent me a message, telling me he had something to demonstrate. I joined him in Crossroads, and it started raining heads saying things along the lines of "He's coming back!" and "1x1x1x1 is coming for you!" and the likes. People in the server freaked out, I found it hilarious, he gave me instructions on how it works and I reported it to the devs. End of story.
Other people, like Dignity, would find other way to insert scripts, and people would assume that they have something to do with "the hacker group" 1x1x1x1.
Truth is, it was one guy playing off of a Roblox Lore thing.

ROBLOX is one of the world’s most popular online games after it launched in 2006.
Though many are aware of where the game came from, others are unaware of who the man behind ”the imagination platform" really is. Here is all you need to know.
Roblox is the brainchild of Canadian David Baszucki - who had been involved in programming educational physics and mechanical simulation software since 1989.
In 2004, alongside co-founder Erik Cassel, he created the beta version of Roblox under the name DynaBlocks.
Baszucki - also known by his Roblox username Builderman - started testing the first demos that year and eventually renamed the game a year later in line with the company brand.
The game officially launched in 2006.
In a 2016 interview with Forbes, Baszucki said the idea for Roblox was inspired by the success of his Interactive Physics and Working Model software applications, and its popularity among young students.
Baszucki also owns a rough 13 per cent stake in the Roblox Corporation.
He currently lives in the San Francisco Bay Area with his wife, Jan Ellison, and their four children.
Following the growth of the game, which now has millions of users, David’s worth has increased year upon year.
Forbes report that in 2020, his company, Roblox Corporation, grew daily active users by 85%, as his website views also soared by a staggering 124%.
They add that, as of 2021, he is worth an estimated $5.5 billion.
