New Jersey Gov. Phil Murphy said Wednesday that the "appearance of what is racially disparate treatment is deeply, deeply disturbing."
One video of the incident reviewed by CNN shows the boys arguing before the White teenager points his finger at the Black teenager's face, and the Black teenager pushes the White teenager's hand back. The White teenager pushes the Black teenager, who begins to throw punches at the other boy. The White teenager punches back.
The Black teenager ends up on the ground. Two Bridgewater Township police officers arrive and separate the two boys.
The Black teenager begins to get up and is pinned to the ground by one officer and rolled on to his stomach, with his hands behind his back. The other officer pushes the White teenager onto a nearby couch and then assists in handcuffing the Black teenager. Eventually, officers stand the handcuffed Black teenager up.
It is unclear from the video how the incident escalated between the boys or what happened after the Black teenager was handcuffed.
The Bridgewater Township Police Department said in a Facebook post that they know video of the incident has upset members of the community. They have asked the Somerset County Prosecutor's Office to investigate the incident.
"We recognize that this video has made members of our community upset and are calling for an internal affairs investigation," the department wrote.
Mother of Black teen angered by police response
The Black teenager, whose name is Kye, and his mother, Ebone, spoke with CNN Wednesday about the circumstances around the fight and their thoughts on the police reaction. CNN is not using the family's last name at their request.
"I hate to say this, but if it wasn't for race, then what is it?" Ebone told CNN's Don Lemon. "What made them tackle my son, not the other kid? What made them be so aggressive with my son, not the other kid? Why is the other kid sitting down, looking at my son be humiliated and put into cuffs? It just doesn't make sense. And it makes me angry."
"I felt like they were treating him like he was superior to me," Kye, said of the officers leaving the White teen on the couch while he was handcuffed.
Kye said the fight started when the other teen was bullying his friend and Kye intervened.
"I keep trying to wrap my mind around it and in no possible scenario does it make sense to me," Ebone said of the officers' responses. "I want their badges taken away," she added.
Attorney Ben Crump, who is representing the family, said officials haven't given him any information on why Kye was handcuffed.
"Why is it the Black kid is presumed guilty and the White kid is presumed innocent," Crump said. "The Black kid is put face down with a knee in his back and the White kid was allowed to sit on the couch and observe him being humiliated?"
"It really troubles us," Crump added.
CNN has not been able to speak with the other teenager involved or their family.
Authorities investigating fight and police response
Bridgewater Township police said in its statement, "The officers were able to respond quickly to this incident and stop it from escalating because of a tip we received from the community. We have requested that the Somerset County Prosecutor's Office assist us in this matter and are requesting patience as we strictly adhere to the New Jersey Attorney General's Internal Affairs Directive.
"We appreciate the videos that we have already received from community members and ask that anyone who has a video of this incident please email it to tips@bridgewaterpd.com. The men and women of the Bridgewater Township Police Department are thankful for our community partners and look forward to continuing to build our positive relationships."
Gov. Murphy on Wednesday said that the incident is "just another reminder that the progress we made on the relationships between law enforcement and the communities they serve ... our work is not done, and we need to continue that."
The Somerset County Prosecutor's Office confirmed to CNN Wednesday that their Internal Affairs Unit is investigating both the fight and the police response. The Mayor of Bridgewater, Matthew Moench, said in a letter to residents that it is "not appropriate for [him] or any other Township official to comment any further" while the investigation is ongoing, but said he is "completely confident that the Prosecutor's review will be impartial, objective and thorough."
The New Jersey Attorney General's office also said in statement Wednesday that they are working closely with the prosecutor's office on the investigation. "The SPCO will follow the Attorney General's Office's strict guidelines and procedures for investigating possible misconduct, and to ensure transparency and accountability," a spokesperson said.

HOUMA, La. — A 15-year-old ninth-grader was arrested and charged with a hate crime this week in connection with a racist bullying incident at a Catholic high school in Louisiana, authorities said.
The student at Vandebilt Catholic High in Houma was charged with simple battery and hate crime and was booked into the Terrebonne Parish juvenile detention center, Sheriff Tim Soignet said in a news release.
A video of the incident surfaced on social media March 9 showing a white male student throwing cotton at a Black male student who is seated in the cafeteria. The white student then whips the Black student with what appears to be a small belt.
“I’m very pleased that the school took a front stand on this,” Soignet said Wednesday. “When we received the complaint, we immediately put our detectives on it. They worked through the weekend so we could get to this point and effect an arrest on that juvenile. ”
A spokesman for the Catholic Diocese of Houma-Thibodaux declined to comment about the arrest Wednesday and said he was not able to discuss student disciplinary matters.
Terrebonne Parish NAACP President Jerome Boykin praised school officials and police for their swift response.
“Vandebilt Catholic High School’s administration and the Terrebonne Parish Sheriff’s Office sent a strong message to the community that this type of crime will not be tolerated,” Boykin said Wednesday. “The young man is only 15 years of age, and I hope that he can learn from his mistake.”
Vandebilt officials said earlier that they were also investigating.
“School officials are working in cooperation with diocesan officials, students and parents to investigate this matter and are committed to ensuring that all individuals involved are held accountable in accordance with school policies,” the school said.
Vandebilt Catholic President Jeremy Gueldner said the school does not tolerate bullying or racism.
Meanwhile, the parents of the victim in the incident issued a joint statement last week thanking the community for its support.
Because the case involved juveniles, certain steps had to be taken during the investigation, Soignet said.
“It’s not as simple as watching the video and making an arrest,” he said. “We wanted to do a very thorough investigation, and that’s what they were able to do. When you’re dealing with juveniles, it’s a different challenge all on its own. It’s not like dealing with adults.”
Soignet said the case is still an active investigation.

A white student from a Louisiana high school has been arrested after video of a racist attack on a Black student went viral. The 15-year-old was charged with simple battery and a hate crime.
A white teen who was filmed throwing a handful of cotton balls on a Black teen in the Vandebilt Catholic High School’s cafeteria during lunchtime, was arrested on Tuesday, March 15, by the Terrebonne Parish Sheriff’s office for perpetrating a race-based hate crime and committing simple battery.
The incident was caught on camera on Wednesday, March 9, and placed on social media, and is now viral.
To further humiliate the Black student, after cascading the white cotton balls over his head, the white teen pulled out a leather strap and whipped the back of the African-American child. The Black student eventually gets up and pushes the aggressor while students jeer and laugh in the background.
By using cotton, a crop textile that enslaved Africans planted and picked in Louisiana during the antebellum South, and whipping him with the belt, the white child invoked the imagery of America’s greatest sin, making the act a hate crime.
After the incident went public, Vandebilt Catholic officials issued a statement saying, “School officials are working in cooperation with diocesan officials, students, and parents to investigate this matter and are committed to ensuring that all individuals involved are held accountable in accordance with school policies.”
Police report the boy is now booked into the Terrebonne Parish Juvenile Justice Center.
The Catholic Diocese of Houma-Thibodaux declined to comment on the teen’s arrest, but the archdiocese issued a statement the day after the incident, rebuking the conduct of the student who was arrested. It read in part, “[Wednesday’s] actions by a few are not consistent with the values and mission of our school.”
Terrebonne Parish Sheriff Tim Soignet said he was “very pleased that the school took a front stand on this” incident.
“When we received the complaint, we immediately put our detectives on it,” Soignet wrote in a statement. “They worked through the weekend so we could get to this point and effect an arrest on that juvenile.”
Terrebonne Parish NAACP President Jerome Boykin also saluted the school administration and local police for taking the incident seriously.
Boykin said, “Vandebilt Catholic High School’s administration and the Terrebonne Parish Sheriff’s Office sent a strong message to the community that this type of crime will not be tolerated. The young man is only 15 years of age, and I hope that he can learn from his mistake.”
The victim of the bullying is one of very few students of color in the school. In fact, Vandebilt Catholic High School is very not diverse at all, according to Great Schools, a school review website . The high school has a whopping 91 percent white student population with Black students making up 5 percent.
The Black student’s parents also issued remarks, saying, “We will continue to pray for our school community as a whole, that we not only get through this together but that we each learn a valuable lesson from what has taken place.”
Many on social media were not as understanding, calling for the parents to be held accountable along with their child. “Please hold his parents accountable. They raised a son to be like this…,” read a tweet from The Kings College professor.
According to the sheriff, the case is still considered open and more investigating needs to take place.
