Trying to place Brazilians under the umbrella of Latino or Hispanic is like trying to place the typical mid-west american-polish family as WASP (White-Anglo-Saxon-Protestant) just because they speak English.
It makes absolutely no sense the US labeling Brazilians as Latinos or Hispanics, and I will keep marking “White” in the checkbox, just to make the bureaucrats confused with their own shenanigans.

Ethnicities in Brazil are very much separated by regions which makes the mutual existence of different races and cultures possible without them actually homogenising. Though this happened to a great extent, races and cultural differences between people are still very vivid in Brazil which is not visible to the eye of a foreigner that never visited the different regions of the country. Look at the table at the end of my answer. It shows that Brazil is the place with the highest number of German speakers outside Europe. This is only possible because we are multi-cultural but territorially and still quite racially segregated.
Before answering the questions keep in mind that I will not discuss it based on the official definitions of the word latino. If I’m not mistaken it can change from country to country and more importantly, most people don’t care at all about standard definitions. It’s not like everybody’s taking their dictionaries and looking words up before using them in speech. If that’s true to other words, it’s certainly true for the definition of Latino.
Answering your main question: Are Brazilians considered white or Latinos? You forget to inform according to whom are Brazilians white or Latinos? Most people know very little about Brazil. They don’t know about the German, Slavic, Japanese and Italian diasporas to Brazil. Most people only know the stereotypes about Brazilian people and culture. In this case it’s important to remember how America sees Brazil. To some extent it is unfortunate that most people see the world through American eyes. From the American and thus international point of view you can say that Brazilians and pretty much whole Latin America is basically Mexican and hence “Latino/Hispanic/non-white”. The latter is important to notice. The term Latino has taken the connotation of race because white Americans feel themselves different especially from most immigrants coming from south of their country’s borders. Hence the need to give the aliens a category and elevate it pretty much to the concept of a race: hispanic or latino, it doesn’t matter, anything but white. This view on South America has been exported to the rest of the world through the media. At this point I can say to you that because of this and because most people lack an understanding of South American history and especially Brazilian history (because of the language barrier and distance, Spanish is much more widespread than Portuguese) the rest of the world pretty much think Brazilians are as Americans tell them: Mexicans. Since Mexico already exists they name us all Latinos. But hold on because the story isn’t over. You can cause brain damage to a lot of people in the Western world if you say you are a white Brazilian. I’ve seen people react impressed more than once. Interestingly, even Latin Americans from Spanish-speaking countries have difficulties with white latinos. On YouTube you can see the case of a white Brazilian girl who won Miss Latin America 2012, but in the process got other people from Latin America saying she wasn’t Latino, because she is white. This only confirms the idea that the term Latino is being used as race. In fact, the way you formulate your question is also a reminder of this. The short answer to your question: the rest of the world would say you are a Latino if the only information they had about you was that you are Brazilian. If you have white skin and they saw you, you’d cause their stereotyping brains to shutdown.

As long as you have white skin, you are white everywhere. But people want to associate race to origin, which is impossible in the case of Brazil. People still do it though. That’s why people get impressed by seeing a white Brazilian, they don’t expect it, they expect a Latino. In the end you are white to Europeans and North Americans if they see your white skin. But since you are an anomaly being a white Brazilian in their reality, they’d probably start referring to you as “originally from Brazil” rather than Brazilian. ;) Protestant North Europeans tend to be more segregating to the point that a lot of Mediterranean-looking people with quite white skin wouldn’t directly be called white. So maybe to Dutch or a Scandinavian you wouldn’t be white depending on how you look… As you can see racial affairs are very fluid and hence complex and that’s why it intrigues me. :) Another example of this complexity: even though Americans tend to see Brazilians as Latinos, Germans might know more about white Brazilians and then to see us differently, whereas to a Dutch person Brazilians a pretty much black, not even “latinos”, because they see Brazil as they see Suriname, an old Dutch slave colony. Dutch people also tend to think Suriname and Brazil are very near too whereas they are nearer Israel than someone from São Paulo is to Suriname.
Just to finilize I’ll review the point I started this discussion with: Most people don’t know about the German, Slavic, Japanese and Italian diasporas to Brazil. Most people don’t realize that Amsterdam is nearer Tel Aviv(Israel) than São Paulo is to Paramar...
