Lieut. Gov. William W. Scranton 3d, the Republican candidate for Governor, says he used ''recreational'' drugs when he was younger but does not any more.
The 39-year-old official, who faces Robert P. Casey, a Democrat, in the November election to succeed Gov. Dick Thornburgh, said at a news conference Friday that he had not taken any illegal drugs since the early 1970's, when he became involved in transcendental meditation.
He declined to identify the substances. ''I'm not going to get into a laundry list,'' said Mr. Scranton, whose father was Governor of Pennsylvania and chief delegate to the United Nations.
