Tags can also be used to format the text. For example, the tag indicates emphasized text, and indicates strongly emphasized text. Typically, these are rendered as italic and bold, respectively.

Some users of Internet forums imagined that it could be useful to have tags indicating sarcasm, to keep people from interpreting their sarcastic comments literally. Of course, the sarcasm element would be …. But over time, people came to shorten it to … and even to drop the inital and the angle brackets entirely, leaving just the /s. So /s means something like now I’m done being sarcastic or just but seriously…
Note: is a real HTML element; it indicates struck-through text and has nothing to do with sarcasm. (In HTML5, it has been redefined more β€œsemantically” as β€œtext that is no longer correct.”)

/s is a relic from the era of HTML styling. An era before emoticons (now called emojis) took texting by storm.
Since it is difficult to convey emotions through text messages and more so for sarcastic ones, the sarcastic text was wrapped with switches so that the one who reads it understands the intention of the message and is not confused.
Later the switches were shortened to just . Then the preliminary , and finally the angle brackets were dropped.
The way I've always seen it is as an add-on to the end of a word, meaning that it may or may not be plural.
β€œI'd like to extend this invitation to you and your sibling/s.” This indicates that you know the person has a brother, say, but you don't know or can't remember whether or not he has any other brothers or sisters, so you're putting the /s there just in case, to make sure that the person knows they're all welcome.
Does "/" mean "and" or does it mean "or"?
Hmm. You'll get other, perhaps better answers, but an old-fashioned practice in quoting a document was to put an β€œs” between slash marks under the closing to show there had been a handwritten signature. Example:
If you saw those three lines, you would know Ms Smith's handwritten signature appeared in the original document.
It is internet shorthand, made to look like a HTML tag. It means β€œend of sarcasm.” It is a way of signaling to your reader that what came previously was not to be taken at face value, because the writer was being sarcastic.
