It means the top layer is somehow broken, damaged or spoilt. As readers, we can't know by what, or in what way, but viewers of the show can see the dessert. So can the person being spoken to can. So there is no need to explain.

It is saying that something from another layer has made it to the top layer. An example would be if you had a two layer cake where the top layer is chocolate flavored and the bottom layer is vanilla, but some of the vanilla from the bottom layer has mixed in with the chocolate(top) layer.
Compromised means something happened to it so that it’s not working like it should. If in this case it’s an object so it refers to damage done to it.
