So yeah, I made this thing. This is more of a discussion piece than anything, meant to spark a discussion or whatever, or give y'all some ideas or something. So without further ado, let's go.

THE IMPERIUM
Overview
The Empire is a mixed bag when it goes to fat fetish. On one hand it has some of the most fattenable factions (Sisters of Battle, Sisters of Silence, Inquisitorium, etc.) and even canonically has obese nobles (one of which was even described in canon as immobile), but on the other hand it's strict laws, rules, etc. really limit fetish possibilities.
The one idea I can think of, that fits all Imperial factions, is that by being obese, you actually praise Humanity more, after all - you showcase how great being human is by... being great.
Adepta Sororitas/Sisters of Battle
"This is bloody brilliant" - I thought to myself after I imagined how could these strict, battling nuns get obese - they can get fat as a way to be MARTYRS! Think of it that way - you have to fight for Big E, but you can't because you're obese, no matter how hard you try, now this is martyrdom if you ask me. This could even be applied to their Penitent Engines, which are driven by girls sometimes, I mean, how much better would the punishment be, if the heretic would be constantly forced to eat, while also trying to repent her sins?
They can also be just gluttonous, which would fit in with 40K parodying religion - after all, isn't one of the most basic church jokes "haha the priest is fat"?
Astra Militarum/Imperial Guard
Two words - raising the morale. Fat Imperial Guardswomen being fat and carried around to raise the morale. Also fat Felinids.
CHAOS
Overview
Chaos by far has the most fattening possibilities, at least some of it does.
Khorne
...I got nothing. I give up. Khorne is the most un-fattable faction in Warhammer 40.000.
Tzeentch
I can guess gaining weight can be considered some form of change by Tzeentch's followers. In my opinion the most fattenable Tzeentch units are Tzaangors, Horrors (mostly the bird-beaked ones), and the Changeling.
Slaanesh
Slaanesh is THE fat fetish faction. It's canon that he/she fattens up people in his/her realm until they burst, so maybe his Daemons could do so outside the Warp too - and they'd be fat themselves too. All of Slaanesh's Daemons are extremely fattenable, from Fiends, through Daemonettes to Keepers of Secrets, plus it would be very fitting to see the Daemons of excess indulging in excess of food. It was also stated once in the lore that
Slaanesh loves having fat followers because of their indulgence (Yes, really, im not kidding).
Nurgle
Obesity = Disease. Need I say more? Nurglites would really be the best faction for the most extreme fat fetish stuff, such as health problems, slight deformities caused by obesity (like gout, abcesses, etc.), and farting/belching stuff. I see Nurgle's cultist as ones being gluttonous and obese slobs, trying to cause as many health problems in themselves to showcase their praise to the Plague God.
XENOS SPECIES
When it goes to fattening Xenos, it actually might not be heresy. Obesity is after all a disease, and it is something the vast majority considers to be a bad thing. So basically fattening alien girls in 40K is not heretical, because I technically somehow deal some form of damage to them (health problems, less mobility, etc.). This way f.e. Space Marines could excuse their tendencies to f.e. the Inquisitors lore-accurately.
Dark Eldar
Slaanesh, that's all I got to say.
Genestealer Cults
Wanting to be like Tyranids too much, and trying to consume biomass, by eating excess amounts of food, I'd especially love to see it happen to that one Magus girl.
Tyranids
Tyranids are strange to say the least when it goes to fat stuff - all they do is eat, but they don't actually gain weight. This is where one of my favourite inflation/wg tropes comes in - a monster that eats something gets overfed. How? Let's assume that Tyranids attack Tzeentch's Daemons, and a Daemon Prince gets an idea - everytime a Tyranid eats a Horror, he duplicates it, making the Tyranid eat it constantly in a loop, until it becomes
obese, by overloading itself with biomass. It could also work with a particualrly large WAAAAGH! of Orks, forcing Gretchin, Snotlings and Squigs down the throats of Tyranids to overfeed them.
Orks
Now this isn't my cup of tea, mostly because, you know, Orks aren't meant to be attractive. There was one canonical battle in which they got infected with a disease that made them eat every dead enemy, and thus they got obese until they all popped and Nurglings came out of them, plus it is also canon that Orks become obese when they don't fight. The only thing I can think of on my own about Orks and fat stuff is that they'd be great feeders, feeding enemies with those edible Squigs.
Tau
I love female Tau, they're adorable, plus being obese really fits Tau. I don't really got any bigger ideas on this, but fat Tau girls would be adorable, being barely able to fit into battlesuits and their armour.

There are probably a lot of ways you could swing individual orders of the Adepta Soroitas. Maybe you could have a Lesser Militant Order that have a tradition of keeping their members fat because of something in its history.
For instance, suppose a past leader of that order feigned falling to Chaos and glutted herself to distract some Slaaneshi forces, either buying time for others to evacuate or for reinforcements to arrive, or just to make herself a double-agent of sorts (albeit I'm not sure how well any of this would work against Chaos, but I have a feeling Slaanesh's followers might be easy to entirce with a new toy), so members of her order started to fatten themselves up in commemoration of her deeds and to share in her sacrifice. Granted, depending on the specifics of what happened and how it was interpreted, such an order might view their corpulence as anything from the a sacrifice they choose to make (and thus a banality they choose to live with) all the way to a symbol of past deeds and a part of pride for the Order (in which case it would be treated more positively).
Alternatively, maybe one of the past leaders of the Order actually fell to Slaanesh, and Sisters within it are fattened to repent for her. It'd be a little weirder to work, but maybe their whole thing would be that they take the sins of others on to themselves, either as a means of sacrificing themselves or as a means of purifying others, maybe even both.
There's also the possibility that the Order simply had a particular Sister or Canoness who was widely regarded as a great hero (maybe so much so she was even sainted by the Eclesiarchy), but she also happened to be kinda plump. Members of her Order modeled themselves after her to an obsessive degree, reasoning that she was an ideal servant of The Emperor and that they should follow her example, and some of the details about her got exaggerated greatly as time passed.
Or perhaps this is simply a religiously glutinous Order, maybe one that formed in a system where obesity is viewed in a positive light and where, taking a page out of your suggestion, it is commonly believed that being fatter makes you more human because, well, you're human and getting fatter means there's more of you.
Granted, all of these would only really fit for more moderate fats since the girls would still need to be able to fight, but a fetish for small- and medium-sized fatties is still a fat fetish, and I'm not really a fan of SSBBW or immobility anyways.
Oh, and, regarding Khorne... well, there's certainly the approach of cannibalism/vore, where a cultist might also devour the corpses of those they kill. I'm pretty sure Khorne doesn't care what you do with the bodies of whatever you kill as long as you keep killing things; if anything, feasting on the blood of the enemy might be a bonus. Not really my cup of tea, but this is Chaos we're talking about. It's supposed to be fucked-up.
On a side note, the idea of a mech pilot struggling to fit her fat ass into a machine is adorable. I also find the idea of Imperials fattening-up compliant Xenos species to render them harmless quite interesting. Now that I think about it, I could probably see the Tau doing something similar given how much they like to conquer their enemies through subversive tactics. Maybe if the Tau are beginning to take power in an area with no shortage of food, they might send rather copious "peace offerings" to any particularly stubborn populations that don't want to adopt the Tau way of life, until eventually the problem populations have either been pacified by their generosity or fattened to the point where they can no longer mount any meaningful resistance.
All of these ideas are great! Plus there’s actually a Daemon Princess of Slaanesh who’s canonically a fat blob, and her name is the Mistress of Spite. Sadly there’s no art of her.
As for fat Tau girls, your idea for them is indeed adorable, maybe also have an Earth Caste Tau girl get fat from having her drones do everything.
Khorne only cares that you spill blood in his name. SO if your obese to the point of bursting out of your armor but still spilling the crimson gold then you can do it. Maybe he lets people into an endless feasthall for a time if they do it enough for him each week like its a reward card.
Its actually canon that an Ork Empire a few hundred years before current game canon actually turned population of a whole world into fattened up livestock :V

Dark Eldar would probs fatten some poor bugger up till their very existance is suffering for their own amusement/feeding off the suffering, they're just that depraved
