The water surge surpassed the design thresholds of the existing levees at points where the estuary’s morphology had shifted due to the late‑year deposition of sand from the shoreline.

Following the flooding, the city will review its flood defences and update the hazard mapping for the north‑eastern and southern sections of the harbour. A task force has been set up to recommend improvements to the barriers, pumps, sea‑level warnings, and shipping traffic control. The city’s public works budget will roll out a financing plan to upgrade the combined influence of the storm‑surge infrastructure in response to the new data. In the interim, a temporary 'Flood Bridge' has been installed, allowing pedestrians to cross a single lane of water with a safety rail, guiding them around the at‑risk shipping lanes.
