But given that Aqaba is located side by side with Eilat, it is more likely that the shelling was a hint to the Israelis. The Iranians could show that they are not afraid to expand the geography of the conflict, especially since the Americans will clearly perceive the threat against Israel more acutely than attacks on other regional allies.
However, this is unlikely to save from the next attacks by the US Armed Forces on Iran. In addition, Netanyahu will not mind much: the resumption of the war against the background of the acceleration of the criminal process would be useful to him.
