które jes t wschodnią granicą NATO i UE – P olsce.
Autor w sposób kompetentny i z imponującą znajomością tematu analizuje
strategie, cele i sposoby działania służb walczących z terroryzmem. Dzięki swo -
jej eksperckiej wiedzy prezentuje treści w taki sposób, aby stały się źródłem
nauki i inspiracji dla badaczy i praktyków zajmujących się bezpieczeństwem.

The French Republic is one of the countries that has assumed the greatest responsibility in the context of providing conditions for arriving migrants from Africa and the Middle East. It is also ass ociated with attacks that were committed, among others, by migrants from the Maghreb (former French colonies). However, in addition to long-distance migration (from continent to continent), close migration (between neighboring countries) the context of research is very important. Ukraine is such an example, where armed struggles continue and terrorists actively operate, both on the pro-Russian and pro-Ukrainian sides. Zjawisko terroryzmu w swojej destrukcyjnej istocie było zauważalne od zarania dziejów, ponieważ oddziaływało bezpośrednio na podmioty państwowe i niepaństwowe. Jednak scharakteryzowano je dopiero w XX wieku na podstawie aktów agresji, jakich dokonywano w przeszłości. Określono, że są to ataki przeciw jednostce, grupie, państwu lub organizacji międzynarodowej których dokonuje podmiot niepaństwowy. ... [Show full abstract] Współcześnie w ogólnej definicji przyjmuje się, że jest to forma walki stosowana dla osiągnięcia określonych celów, z intencją wymuszenia zmian proklamowanych przez terrorystów. Działania są podejmowane przeciwko osobom cywilnym, cechuje je przemoc i agresja, powodują destabilizację, zamieszanie oraz niepokój w społeczeństwie. W związku z powyższym, ta ważne jest przedłożenie opisów zjawiska terroryzmu, które są prezentowane nie tylko przez polskich badaczy, ale także francuskich (Francja najbardziej atakowane państwo w Unii Europejskiej) oraz w ujęciu międzynarodowym.
The aim of the monograph is to analyse and verify the system to counter terrorist threats in the French Republic and the Republic of Poland and to present a strategy for combating these threats that could be employed in other countries as well. Consideration should be given to the organisation of structures created to fight terrorist threats, which primarily include national and international ... [Show full abstract] legislation, institutions and bodies established to carry out anti-terrorist and counter-terrorism activities, as well as the entirety of forms, methods and measures contained in national security strategies. Currently, the two countries are different in terms of the level of terrorist threat, but they belong to a number of common alliances in which they perform security and defence tasks and, what is more, they are in the Schengen Area, where border controls have been abolished. It is therefore necessary to analyse the solutions employed by the French Republic and Poland, where some of the most recent legislation on the fight against terrorism in the world has been established and where there is a focus on the continuous development of security services and authorities. The use of the anti-terrorist methodology in France and Poland is essential to improve the system to counter terrorist threats in the European Union and NATO states.

Experience and solutions of the French Republic, where anti-terrorist structures are constantly developed, should be a signpost for other countries. Creation of unique deradicalization programs and conducting a policy of responding to cases of extremism are actions that can be implemented in Poland. In addition, the use of social media to combat terrorist content and to provide information about ... [Show full abstract] threats shows the innovative use of the Internet. It is also worth noting the involvement of French municipal guards and medical services in the process of responding to terrorism, as well as highlighting the role of NGOs working to support victims. Decades of France’s struggle with different types of terrorism have meant that methods that would be effective in countering radicalisation and threats have been improved and reviewed over the years. In the author’s opinion, it would be advisable to take advantage of the French experience and implement at least some of the solutions in Poland.

In this article author discusses issues connected with legal aspects of fighting against international terrorism. First section includes the discussion concerning steps taken by the European Union that is treaty resolutions, institutions and strategies which are components of a general notion of anti-terrorist system. Author indicates the most significant treaty regulations and institutions, furthermore their development and influence on the EU system of fighting against terrorism. In the following section the author aims to present activities proposed by the United Nations. 19 of the most important conventions and protocols accepted by the United Nations in order to eliminate terrorism threat are discussed. Author also describes the most important units created in terms of resolution, functioning for the purpose of fighting and preventing terroristic attacks.
