Current trees includes all previous changes from my (@johnmart19) PPUI development

New changes:

• Rework sm8250-common Sepolicy to make it more proper and correct
• Fix WFD Green Display
• Inherit work of vendor.qti.hardware.audiohalext@1.0 by default in manifests
• Decommonize Charger, Thermal, and thermal profiles from sm8250 to Alioth tree
• Update LiveDisplay to Version 2.1 with keeping minimal implementation
• Fix Livedisplay High Brightness (Outdoor) mode
• Revert Improper vAB Commits (Fix of TWRP recovery issues with not booting)
• Import back MediaCodecs to sm8250-common Device tree, inherit updated configs from CAF
• Drop Non-Existing Includes from MediaConfigs
• Adress IORapd sepolicy to make it work correctly
• Enable Multi-Gen LRU Support Kernel + System Side, now it works as needed
• Blobs are updated to Miui Alioth 13.0.6.0 Europe Release + Display Stack LA.UM.9.12.r1-13700.03-SMxx50.QSSI12.0
• hardware/qcom-caf/sm8250 repos: Update to LA.UM.9.12.r1-14300-SMxx50.0
• System Side CAF Repos: Update to LA.QSSI.12.0.r1-07900-qssi.0
