In the past years, Viet Nam has made remarkable progress in the reform of legal and institutional framework in terms of child justice. The Law on People's Court Organization creates the legal foundation for Viet Nam's first-ever specialized child justice institution. Family and Juvenile Courts have been established in 36 cities and provinces.

UNICEF Viet Nam\Truong Viet Hung Mr Tom Corrie, Counsellor, Deputy Head of Cooperation, EU Delegation to Viet Nam deliver his opening remarks at the workshop. The creation, and now the national roll-out of the Family and Juvenile Court to 38 provinces since 2016 is a major milestone for children's rights.
Based on statistics synthesized from local People's Procuracies and stakeholders, disaggregated by sex, age group, ethnicity, region, type of crime, and other criteria, this report paints a broad picture of the child justice situation in Viet Nam in 2021, including under-18 offenders and victims of crime at national and sub-national levels.

This Formative Evaluation of Family and Juvenile Courts in Viet Nam was conducted by NHQuang&Associates Law Firm under the EU Justice and Legal Empowerment Programme in Viet Nam (EU JULE).
Whether juvenile offenders in Vietnam are treated in the compliance with international standards in juvenile justice is a substantial question for Vietnam in the context of implementing its obligations under the CRC.
In this article, the author provides an insight view of fundamental statutory principles for adjudication of offenders aged under 18 years as per the 2015 Criminal Procedure Code and the 2015 Penal Code and makes recommendations for better guaranteeing the juvenile justice in conformity with international legal practices.

The Law on the Organiszation of the Supreme People's Court was passed by the National Assembly of Viet Nam on 24 November 2014 and subsequently promulgated by the President of Viet Nam. This law establishes the new Family and Juvenile Court. UNICEF has been working for many years with the Vietnamese authorities to achieve this positive outcome.
Social workers in juvenile justice activities (below referred to as social workers) include civil servants, public employees and employees engaged in social work, commune-level child protection workers, commune-level civil servants engaged in socio-cultural work and other social workers in accordance with law.
This report is built upon the statistics synthesized from local People's Procuracies and stake-holders during 01 January to 31 December of the reporting year. It aims to paint an overall picture of the situation of minors under 18 years of age who are o enders and victims of crime in Viet Nam at national and sub-national levels.

Vietnam's juvenile justice and penal systems are largely punitive and lack child-friendly, rehabilitative practices. Of 13,934 juveniles convicted between 2007 and 2009, 11,475 were sentenced to imprisonment (82 percent). Problems in the justice and penal systems are intensified by the absence of a strong and effective child protection system.
Abstract In 2004, there were 2,540 juvenile offenders in Vietnam, followed by an increase to 5,305 juvenile offenders in 2005. In the first 9 months of 2006, there were 4,438 juvenile offenders. Clearly, there is an alarming increase in juvenile offending in Vietnam, with many of the offenders being drug addicts or alcoholics.
Community-based conciliation was provided for the first time in the 2015 Penal Code and the 2015 Criminal Procedure Code, marking a turning point in Vietnam's policies on criminal handling of juvenile delinquents in compatibility with current global trends in juvenile justice.
